We are seeking a detail-oriented and analytical Technical Business Analyst to join our ICT this role you will bridge the gap between IT and business operations leveraging your technical expertise to drive process improvements and support strategic decision-making.
What youll be doing:
- Support Hume City Councils Digital and Enterprise architecture and Digital Initiative projects by driving its solution management streams that align with architectural principles and deliver key strategic outcomes.
- Identify opportunities for process optimisation and system enhancements that strengthen integration interoperability and alignment with Councils enterprise architecture roadmap
- Provide technical expertise in eliciting and converting Councils requirements into functional and architectural designs using knowledge of system capabilities and integration patterns.
- Help embed the culture of systems thinking and concepts of requirements-led solution design across HCCs diverse service delivery stakeholders.
- Coordinate across multiple departments and teams ensuring solutions adhere to architectural governance tasks remain on track and stakeholders are informed of dependencies and impacts
- Contribute to the development and maintenance of enterprise architecture artifacts including solution blueprints integration models and capability maps to guide strategic decision-making.
- Embed benefits management and value realisation practices to ensure projects deliver measurable outcomes aligned with Councils strategic objectives
- Conducting requirements analysis with HCC stakeholders documenting as-is scenarios and developing well-defined requirements artefacts in the form of user stories to help specify functional requirements integration requirements data requirements process maps and other related artefacts to support HCCs Digital initiatives.
- Engaging with the solution partners (vendors) early on by facilitating workshops to understand full system capabilities to apply the knowledge in drafting solution design wireframes.
The skills and experience youll bring to the role:
- Demonstrated Business Analyst experience in gathering user requirements creating user stories to develop system test plans and solid understanding of technical configuration requirements with the ability to lead technical discussions with the vendor.
- Demonstrated experience in large scale solution implementation projects with Agile methodologies and/or principles.
- Solid understanding of modern Agile principles at work by driving value continuously with experimentation rapid learning and putting people at the centre of everything including business stakeholders community members as well as the vendors
- Ability to resolve specialist problems and identify customer/stakeholder needs and expectations decide the appropriate action and respond accordingly including the ability to develop relationships and collaborate with colleagues both internal and external to the organisation.
- Ability to write concise relevant and insightful reports and documentation
- Demonstrated experience in the progressive improvement of corporate applications and databases such as TechnologyOne Property & Rating Financials Information Management and Customer Relationship Management (CRM) would be advantageous.
- Proven experience in benefits management and value realisation to ensure projects achieve outcomes aligned with Councils strategic objectives.
- Highly developed skills in oral and written communication which facilitate effective relationships with management staff and customers.
Required Certifications & Qualifications
- A tertiary qualification in a relevant field including information systems computer science statistics business systems management or similar.
