Job Summary

As the Lead of the E&OC team you support and steer ING in managing the compliance risks in your scope you build and guide your team towards qualitative output you strive for efficiency and frictionless processes and you actively interact with your different internal and external stakeholders.

The Team

The Employee and Organisational conduct team (E&OC) is part of the Compliance Conduct & Ethics (CC&E) vertical within Group Compliance. The E&OC team is managing the compliance conduct related risks for both employees and the overall ING organisation. The team takes a lead role in strategy development and risk management in relation to conflict-of-interest (including the risk areas of personal account dealing deal management and outside interests) (anti-)competition framework regulatory registration and governance risk. After the recent RfA Risk also the following risk frameworks were added to the scope of the E&OC team: ABC (anti-bribery and corruption including gift & entertainment) and ethics (including conduct ethics whistleblower concern reporting procedure and related activities Global Code of Conduct).

As part of the CC&E risk vertical the E&OC team shares a collective responsibility for all the end-to-end compliance processes covering the Employee & Organisational Conduct scope of these processes are risk identification such as global risk assessments and advising on risk appetite statements. The team deals with global risk mitigation including drafting of policies (often as a policy owner) control objectives (often as a control standard owner) and global training. The E&OC interacts on short length with the local compliance teams as part of keeping oversight of the global implementation of compliance conduct requirements. The team uses and strives for mining and processing of data to follow up on implementation and performance monitoring creation of risk dashboards and risk specific reporting (regulatory and internal reporting).

As risk vertical Conduct we have build a Compliance Conduct community and interaction with the local compliance conduct teams takes place regularly and seeks to commonly identify discuss and provide for solution for employee & organisational related risks throughout ING embedding the compliance strategy as well as ensure a deep understanding and knowledge of local particularities.

The E&CO team is composed out of a team lead (1FTE) and 9 FTE. The team lead role also comprises the execution of the mandate towards the Bucharest and Warsaw based teams handling respectively Conduct and ABC activities. As team lead you respond directly into the Head of Compliance Conduct & Ethics.

Roles and responsibilities

  • You set and drive forward an engaging mission vision and work plan for the E&OC team capturing Compliance strategic direction (including Compliance NEXT) as well as future possibilities in the conduct compliance area and organization.

  • You ensure the roll-out and updating of effective policies assume the advisory role with constructive feasible and reflective advice provide for waivers and deviations act as an escalation point where needed;

  • You continuously strive for reflecting and realize process improvement and leniency;

  • A data driven compliance risk management approach focus on automation and AI are key drivers for the compliance function. As team lead you embrace these activities and make them part of your activities including for example maturing of dashboards and identifying data points to optimize monitoring;

  • You ensure your team members deliver qualitative output represent an Expert Centre on the compliance risks in their area and are fostering the same for local conduct teams familiar with strengths and capabilities of local teams. You identify the capabilities needed for the E&OC area prioritize development activities and enable for your team members to respond to the fluctuating needs of the organization.

  • You design build and steer a E&OC global community to share knowledge and implement from Global to Local sustainable E&OC policy standards in all business entities.

  • You pro-actively manage your E&OC stakeholders in all areas and levels of the ING organization and externally communicate effectively on the teams activities seek input and learn from stakeholders to advance the E&OC activities.

  • You assist the Head of CC&E in leading the key support activities across all of the local Conduct teams and at group level such as Planning and Budgeting Functional Line Support and business support overall;

  • You will be part of the CC&E Management Team bringing a transversal vision of all compliance conduct risks.

  • You are able to set and drive forward an engaging mission vision and work plan.

  • You can demonstrate experience and a track record in relation to the E&OC risk areas and/or (compliance) risk management.

  • You can translate a strategy into concrete planning and actions and subsequently drive these forward enthusiastically and with diligence.

  • You have insight into processes and are able to identify and realize actions (e.g. actions focusing on efficiency optimalisation globalization harmonization etc.).

  • You have experience in managing a highly complex and challenging environment both change and BAU. You are able to emphasizes the importance of results or create a sense of urgency empowering staff to realize the same or providing encouragement where needed. You adjust or take corrective actions in case of non-performance.

  • You are well-regarded by your stakeholders communicate clearly and consistently seek input and learn from your stakeholders to make your and the teams activities better.

  • You have outstanding ethical behavior and place the creation of a trusting and safe working environment at the top of your agenda.

  • You promote a supportive environment for your team and local conduct teams to grow and perform. You celebrate successes and learn from your actions.

  • You adhere to the ING values making your behaviour fully aligned with our values. You have taken (or are prepared to take) the Bankers Oath

Your technical skills and track record

  • You have great organisational skills know how to steer and drive change teams and move towards results.

  • You are a seasoned risk manager familiar with ensuring maturing of control frameworks.

  • You have a strong network within all levels of Compliance (Group Business Segment and Country level) as well as with stakeholders across the 3 lines of defense.

  • Your familiarity with both Conduct risk and data (including data architecture and data processes) allows you to identify data improvements and opportunities;;

  • You communicate your views clearly and strongly to constructively challenge all seniority levels at Group Segment and local level.

  • You have minimal 10 years of experience in financial or non-financial risk management activities such as conducting risk (self) assessments key control testing; working with risk frameworks issue management financial or non-financial risk reporting.
