Background and objective of the assignment


Saint Kitts and Nevis is embarking on the preparation of its NDC 3.0 and its firstLong-Term Low Emissions Development Strategy (LT-LEDS). These two national climate documents are being developed through a single integrated process ensuring alignment across near- medium- and long-term climate action full coherence with the National Planning Development Framework (NPDF) and compliance with UNFCCC guidelines.

Climate Analytics (CA) as the baseline Implementing Partner under the NDC Partnerships Partnership Action Fund (PAF) will lead the technical work on the Stocktake Roadmap scenario modelling target setting and drafting of the NDC 3.0 and LT-LEDS. Given the complexity of national coordination across two islands sector ministries utilities private sector entities civil society and gender institutionsa strong in-country presence is essential.

The national consultant will serve as theprimary on-the-ground coordination and facilitation focal point supporting data collection document review institutional engagement the organization of consultations and workshops logistical facilitation and follow-up with national stakeholders. This role is essential for ensuring that the NDC 3.0 and LT-LEDS are country-driven inclusive and built on accurate national data and insights.

Objective: To provide technical logistical and coordination support to the Government of Saint Kitts and Nevis and Climate Analytics in the development of the NDC 3.0 and LT-LEDS ensuring strong local ownership effective stakeholder engagement and timely delivery of inputs.

Scope of Work


The Consultant will work under the guidance of the Climate Action Unit (CAU) in the Ministry of Sustainable Development Climate Action Constituency Empowerment and Environment and in close collaboration with the Climate Analytics technical team.
The Consultant will carry out the following tasks:
  • Data Collection & Verification
    1. Support the compilation and verification of sectoral data needed for the Stocktake LEAP modelling and scenario development (energy transport waste agriculture land water health etc.).
    2. Request follow up and obtain data from ministries utilities (e.g. SKELEC) government agencies private sector entities and civil society groups.
    3. Assist in collecting and organizing gender-disaggregated data where available.
  • Document Review & Consolidation
    1. Review national policies plans strategies and sectoral documents relevant to climate mitigation adaptation and development planning.
    2. Identify gaps inconsistencies or missing information relevant to NDC 3.0 and LT-LEDS development.
    3. Support preparation of summaries extracts and document inputs for use by the CA team.
  • Stakeholder Mapping & Engagement
    1. Update and refine the stakeholder mapping for Saint Kitts and Nevis informed by Phase 2 of the project.
    2. Engage stakeholders through meetings emails phone calls and follow-up to support data provision participation and review processes.
    3. Help ensure gender-balanced and inclusive representation across all engagements.
  • Organization of Consultations & Workshops
    1. Support the logistical and operational preparation of national workshops (Stocktake validation roadmap consultations target-setting sessions sectoral workshops NDC/LT-LEDS validation events).
    2. Tasks may include: preparing agendas invitations stakeholder lists venue arrangements briefing packages registration note-taking and workshop documentation.
    3. Coordinate consultations both in Saint Kitts and in Nevis.
  • Facilitation of National Ownership
    1. Support the CAU in ensuring technical outputs are understood reviewed and endorsed by relevant ministries.
    2. Facilitate communication between national agencies and the CA technical team to resolve questions promptly.
    3. Track feedback and ensure that comments are collected organized and shared in consolidated form.
  • Review Support and Compilation of Stakeholder Inputs
    1. Assist in collecting collating and organizing feedback on draft deliverables (Stocktake Report Roadmap Draft NDC 3.0 Draft LT-LEDS empowerment strategy etc.).
    2. Ensure that revisions requested by ministries and entities are clear complete and well-documented.
  • Regular Reporting and Coordination with CA & CAU
    1. Provide weekly status updates on work completed and pending actions.
    2. Maintain clear records of stakeholder communications data requests and follow-ups.
    3. Support preparation of summaries notes and progress updates.
  • Other Tasks
    1. Any additional tasks agreed with CAU and CA that are aligned with the goals of the NDC 3.0 and LT-LEDS development process.
Your profile

Required Qualifications and Experience

  • A Bachelors degree in Environmental Management Natural Resource Management Climate Change Development Studies Economics Political Science or a related field and at least five (5) years of relevant experience; OR
  • A Masters degree in a relevant field and at least three (3) years of experience.
  • Demonstrated experience in climate policy sustainable development or development planning in Saint Kitts and Nevis or the wider Caribbean.
  • Proven experience facilitating multi-stakeholder consultations and workshops.
  • Familiarity with national institutions planning processes and the local political economy.
  • Strong understanding of Caribbean climate policy landscape including NDCs and climate governance.
  • Excellent communication coordination and organizational skills.
  • Proven ability to work independently manage multiple tasks and engage with government stakeholders.

Conditions

  • Application deadline: 10 Dec 2025
  • Starting date: As soon as possible.
  • Location: This role is required to be based in Saint Kitts and Nevis.
  • Terms: Fixed-term of 12 months 219 working days (based on an 8-hour workday)
  • Invoicing: The consultant will invoice based on the number of days worked. Travel costs per diems and other expenses will not be covered under this contract and are expected to be managed independently by the consultant.
