Education Officer North-East Ukraine Kharkiv

The Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kharkiv. The Area Office North - East (AONE) will become a new area office scaled up from the current Kharkiv Field Office and will start being operational in the first half of 2026. The Area Programme Manager will take an active part in this scale up.

AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will in first half of 2026 structurally move to be under new Kharkiv AONE.

The key sectors of intervention covered by the North-East area office will include Shelter Information Counselling and Legal Assistance (ICLA) Protection from Violence Education and emergency response through cash assistance.


The purpose of the Education officer position is to day to day implementation of the Education project within the North-East Area Office encompassing both hard and soft components of the Education program. The hard component involves overseeing activities such as the light and medium repair of schoolsandmanagingtheschoolsupportcashprogram.Thesoftcomponententailsmanagingactivities such as teacher training through the Better Learning Program (BLP) Youth and Catch-up programs and other initiatives executed directly or in collaboration with local partners.



Planned start date is February 2026.

  • OverseetheschoolrehabilitationprocessensuringclosecoordinationwiththeShelterteam providing guidance quality monitoring and proper documentation at all stages for effective execution.

  • Contributetodesigningorganisinganddeliveringteachertrainingsessionsensuringtheuseof contextualised high-quality materials and effective methodologies.

  • FacilitatecapacitybuildinginitiativesforlocalschoolsandDepartmentsofEducationtoenhance their ability to deliver sustainable education solutions.

  • Implementrobustmonitoringandevaluationmechanismstoassessprojectoutcomesensuring corrective actions and effective continuous improvement.

• Ensure cost efficiency financial accountability cost effectiveness and timely procurement processesincollaborationwithsupportteamsforeffectiveresourcemanagementwhenincurring project activity costs.
