Description

The Home and Community Living Administration (HCLA) within the Department of Social and Health Services (DSHS) is seeking a TBI Community Services Program Manager to join the Home and Community Services (HCS) Division.

This is an opportunity for those dedicated to spreading awareness and educating the public about the issues facing individuals with traumatic brain injuries. If you would enjoy serving as a liaison between the TBI Council state leadership HCLA and the public most especially those who have experienced a traumatic brain injury (TBI) and the individuals who support/provide care for those with a TBI this career should speak to you.

This role was created under HB 1848 (2025). As the administrations designated subject matter expert you will lead statewide initiatives to ensure the establishment maintenance and evaluation of community integration programs peer-to-peer support and navigation develop structured skills-building programs designed to promote social integration and functional recovery for individuals of all ages including pediatric-focused initiatives and public awareness campaigns tailored to these statewide efforts. These statewide initiatives will require contracting and budget management of funds tied to the 12T TBI account established under RCW 74.31.

Your work will directly influence how individuals with TBIand their familiesconnect recover and thrive. TBIs often result in long-term cognitive emotional and physical challenges leading to isolation and difficulty accessing services. Through statewide programming outreach and collaboration this position plays a critical role in ensuring equitable access to meaningful recovery-focused support.

Please note:This Lacey-based role will utilize a hybrid structure of telework from any location within WA state. Travel is necessary on occasion based on business needs. The current expectation is that there will be periodic statewide travel for monitoring training implementation and consultation functions. Work schedule is Monday-Friday 8:00 a.m. 5:00 p.m.

Some of what you will do

  • Develop and oversee structured skills-building programs that promote social integration and functional recovery for individuals with TBI including pediatric-focused initiatives.
  • Implement community integration activities that prioritize peer engagement and create meaningful connections for individuals and families impacted by TBI.
  • Lead statewide development of Requests for Proposals (RFPs) and contractor selection for community integration and skills-building programs.
  • Serve as the Departments primary conduit for TBI Council recommendations and align services and funding with state policy and legislative requirements.
  • Ensure equitable access to community integration activities and skills-building programs across Washingtonincluding rural and underserved regionsthrough effective distribution of TBI Account revenues and federal funds.
  • Review and evaluate consumer feedback and program data to monitor effectiveness and make needed adjustments to support continuous improvement.
  • Closely partner and coordinate with the TBI Support Group Program Manager to ensure cohesive statewide TBI program implementation related to HB1848.

Who should apply

  • A bachelors degree in planning health or social science public administration or related field. (Relevant experience in planning and administering home and community-based services may substitute year for year.)
  • Five years of experience in project management and administering home and community-based supportive services for people with disabilities.
  • Demonstrated experience or knowledge of TBI communities including working with people with TBI and/or lived experience.
  • Demonstrated experience in program development and implementation.
  • Experience in contract development and management.
  • Experience working with diverse communities and/or underserved populations.
  • Demonstrated experience convening partner groups and/or facilitating meetings.
  • Strong analytic and problem-solving skills with the ability to make critical decisions and follow through.

Preferred knowledge skills and abilities

  • Experience in contract administration and familiarity with the DSHS Agency Contracts Database (ACD).
  • Knowledge of the scope and operations of a TBI Council and the Home and Community Living Administration.
  • Knowledge of Home and Community Services programs and regulations.
  • Experience in education support systems outreach practices and public communications.
  • Demonstrated ability to lead strategic planning data analysis and evaluation of program outcomes.
  • Excellent communication skills both written and verbal with the ability to work across diverse stakeholder groups.
