Job Summary

SHAPE is looking for employing a qualified and suitable candidate to fill this post as a temporary staff from 01 January 2026 until 31 December 2026 (pending budget approval). Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework employing a multi-domain and multi-region focus to create a 360-degree approach with the flexibility to enable upon direction a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference as directed by the North Atlantic Council.

The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO) Electronic Warfare (EW) Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.

The Cyberspace Operations Centre (CyOC) provides persistent centralized and comprehensive cyberspace situational awareness Command and Control (C2) and execution. The CyOC is within the SHAPE establishment but with different roles and responsibilities.

Accurate and timely legal advice is essential to ensure compliance with established legal frameworks and to ensure that on behalf of ACO the CyOC continues to operate in a legal and responsible manner.

The incumbent works directly to the Director CyOC with the primary objective of providing legal advice and inputs to all aspects of cyberspace operations.

Principal Duties

- Conducts legal research and provides legal advice and representation to Director CyOC.

- Provides advice on the conduct of defensive and offensive Cyberspace Operations within the Alliance.

- Provides advice on the integration of cyberspace effects delivered for NATO within the SCEPVA framework.

- Provides advice on the execution of Defensive Cyberspace Operations (DCO).

- Provides advice on the execution of Electromagnetic Operations (EMO).

- Remain current on INTERNATIONAL LAW CYBERSPACE LAW MILITARY/OPERATIONAL LAW.

- As necessary advises DCOS Cyberspace in his roles as CFCyCC and Cyberspace Domain Advisor to SACEUR.

Essential Qualifications

- Law Degree 4 years of experience providing legal advice in a military HQ

- Experience in Operational Law / Law of Armed Conflict (International Humanitarian Law)

- Law is the study of the principles and procedures for formally maintaining social order including training for legal professions such as advocate or training for the judicial bench.

- University Degree and 4 years post related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 6 years post related and 2 years function related experience.

- At least 1 year experience working within a cyberspace operational environment (offensive and/or Defensive Cyberspace Operations) directly supporting leadership with legal advice on Cyberspace operations and influencing policy development.

Standard Automatic Data Processing Knowledge : Working Knowledge.

Desirable Qualifications

- Substantial experience dealing with and advising on cyberspace operations working within a cyberspace operational environment directly supporting leadership with legal advice on Cyberspace operations (Offensive and defensive) and influencing policy development.

- Substantial experience dealing with military operational law issues.

- Experience dealing EMO issues.

- Experience/expertise in legal aspects of military Cyber Operations (preferably NATO)

- Experience/expertise in legal aspects of Electromagnetic Warfare (preferably NATO)

- Experience in legal aspect of Artificial Intelligence / Machine Learning

- Experience in Military Operational Planning

- Experience dealing with Flag/General Officers

- Experience in a major military HQ

- Experience in an international organization

WHAT WE OFFER

38 hours per week schedule;

2.5 paid days of leave per month worked;

Fulfilling working atmosphere in an international and military community;

Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation.

Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The total premium for the medical and accident coverage in 2023 will be at 2.57% of the temporary staff members salary (2.32% for the medical benefits and 0.25% for accident) payable 1/3 by the temporary personnel and 2/3 by the Organisation.

For staff eligible under NATO rules there is also a dependent child allowance and coverage for dependent children for medical benefits;
