Job Description & Summary

PwCs UK Economics team is looking for an experienced regulatory strategist at Senior Manager grade to join the firms expanding Power & Utilities Economics and Regulation practice.

Our team of c.60 economists and policy specialists works alongside a wide range of clients using economic insights to inform strategic choices guide the development of policy and assess the impact of major the boardroom in front of regulators and with policy makers we develop big distinctive ideas and important insights that are grounded in robust economic analysis. We are known for our leading-edge analysis and thought leadership such as our annual Women in Work Index and UK and Global Economic Outlook which regularly feature in the UK and international media. We work as a core part of the firms strategy consulting practice. Our team combines excellent strategic understanding strong technical skills deep sector insights and exceptional client management. We use the practical application of economics to develop real-world solutions to important problems - aligned to the purpose and mission of PwC. We work on stand-alone projects and in collaboration with our colleagues across a range of disciplines and sectors meaning we offer a huge variety of opportunities for our people to apply their expertise in a range of exciting and different contexts. For example in the last twelve months our team has:

  • Assisted Ofwat to protect water consumers as the regulators PR24 Price Review delivery partner examining and assessing a 100bn investment program for the current AMP8 period;
  • Supported several energy networks to ensure they receive adequate funding from the regulator to deliver the continued safe and secure provision of electricity and gas to consumers;
  • Led work for a large energy network to develop its regulatory strategy for the next 10 years;
  • Assisted an energy system planner in ensuring its strategic planning frameworks and analytical methodologies aligned with best practice;
  • Supported a large utility company in ensuring its delivery plan fully accounted for the key value levers of its regulatory regime;
  • Led work for an energy retailer to assess the impacts of energy policies on customer charges.

Who we are looking for

We are looking for candidates with a strong background of professional experience gained in an economic regulator regulated company or in a consultancy. The successful applicants will need to demonstrate an ability to apply strategic thinking and economic theory in real-world contexts. You would ideally also possess a Masters in Economics or equivalent professional experience.

The successful candidates will need to be at ease with applying a strategic and economic lens to assess business policy and regulatory issues in the energy and regulated utilities sectors and able to demonstrate knowledge and experience of delivering successful projects in one or more of the following areas:

  • Experience in developing regulatory strategy and running regulatory negotiations
  • End-to-end understanding of the price review cycle
  • Design and implementation of regulatory mechanisms
  • Regulatory reporting and assurance
  • Policy development and implementation
  • Regulatory due diligence

The ideal candidates will also be able to demonstrate an ability with appropriate support to play a role in the expansion of PwCs Power & Utilities Economics and Regulation work. Similarly candidates should also be experienced in client management and bridging the gap between technical and strategic client teams.

Whilst the successful candidates will work across a range of industrial sectors we would be especially interested in candidates with experience in one or more of the following industries: gas and electricity networks; energy retail; renewables; and water.

Responsibilities

  • Managing projects in the Power & Utilities Economics and Regulation space including: regulatory strategy development; Business Plan development and review.
  • Leading key business development activity including proposal drafting and production of targeted Thought Leadership.
  • Managing junior staff on projects.
  • Coaching and mentoring junior staff and upskilling them to aid their progression.
  • Authoring or supporting the production of reports based on client commissions.
  • Providing expert advice and assistance on regulatory matters in large consultancy assignments.
  • Running and supporting team tutorials on regulatory economics and strategy to benefit the whole team.
  • Reviewing team work in line with PwC standards to ensure quality delivery for clients.

Essential Requirements

  • Demonstrable professional experience in regulatory strategy and economics gained from working in economic regulators regulated companies or in a consultancy.
  • Previous relevant experience focusing on projects in one or more of the following industries gas and electricity networks; energy retail; renewables; and water.
  • Fluency in spoken and written English.
