Job Summary/ Objective:

Performs responsible paraprofessional work in support of the Commonwealths Attorney Deputies and Assistants. Work requires a broad knowledge of criminal laws and procedures of Virginia preparation of legal documents organization of evidence and research of complicated legal issues.

Frequent contact with the public defense counsel and with government officials in numerous departments including local law enforcement. Work is performed under general supervision of the Commonwealths Attorney with considerable latitude for independent judgment.

Supervisory Responsibilities:

  • None.

Essential Functions:

  • Prepares numerous legal documents with minimal or no input from attorneys based upon expertise and experience in the field of criminal law;
  • Assists in a variety of projects for the Commonwealths Attorney Deputies and Assistants;
  • Performs related duties as required;
  • Assembles and organizes resource materials for use by attorneys;
  • Reviews files for attorney attention;
  • Prepares draft policies and procedures;
  • Prepares exhibits to be presented in court;
  • Assists/supports attorneys in court and requests subpoenas;
  • Provides clerical and secretarial back-up to legal services assistants;
  • Assists attorneys in preparing for trial by reviewing body worn camera and dash cam videos and other video evidence to identify and collect inculpatory evidence;
  • Assists attorneys in meeting their discovery obligations by reviewing body worn camera and dash cam videos and other video evidence to identify and collect exculpatory evidence;
  • Redacts body worn camera and dash cam videos and other video evidence to assist attorneys in making discovery disclosures and preparing evidence for trial;
  • Reviews body worn camera and dash cam videos and other video evidence to determine law enforcement officer compliance with all legal requirements affecting the performance of their duties including use of force policies;
  • Assists attorneys in responding to FOIA requests by performing pre-disclosure exemption review of criminal investigative files;
  • Redacts information in criminal investigative files that is legally protected from disclosure in responses to FOIA requests

Competency: Knowledge/ Skills/Abilities:

  • Knowledge of the operations of the judicial system.
  • Ability to plan and organize a complicated and diverse workload.
  • Ability to follow complex oral and written directions.
  • Ability to work under pressure and make decisions in accordance with laws regulations and established procedures.
  • Ability to track and meet deadlines.
  • Extensive knowledge of general office and legal terminology procedures and equipment.
  • Ability to interact with top level officials and others with tact and diplomacy.
  • Ability to establish and maintain effective working relationships with court officials members of the bar law enforcement county officials and the public.

Required Education and Experience:

  • A Two-year degree in a related field or completion of a paralegal certification program AND three years of experience in a law enforcement administrative supervisory and/or legal capacity.
  • OR alternatively a four-year bachelors degree.
  • Experience with on-line computer legal research computer programs and legal office procedures.
  • Relevant experience may be substituted for education and relevant education may be substituted for experience.

Physical and Mental Requirements:

  • Work is typically performed in an office or courtroom setting.
  • Occasional walking light lifting of office items up to 30 pounds and other limited physical activities.
  • Frequent sustained operation of office equipment is required.
  • Frequent contact is made with judges clerks secretaries law enforcement officers attorneys and other officials and the general public in person on the telephone or by written communication.
  • Considerable skill in tact and diplomacy is necessary.

Remote Work:

This position is eligible for a hybrid remote work schedule that is in compliance with the Countys Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

Salary Range:

The hiring range for this position is $30.00 - $33.17 per hour (approx. $62416 - $68986 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays paid vacation and sick leave health insurance options with employer contribution employer-paid life insurance VRS retirement and continuing education/training opportunities. This is a full time FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy P-60.
