THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES.
The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.
Division of Financial Services (DFS) is responsible for supporting planning implementing and monitoring the fiscal functions of the agency in accordance with City State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
The Health and Human Services (HHS) PASSPort Payment Unit is responsible for managing a large and complex payment portfolio within the MOCS Procurement and Sourcing Solutions Portal (PASSPort) system. This scope of work encompasses the expedient processing of payments for a variety of critical programs including Preventive Agencies Non-Secure Detention (NSD) Non-Secure Placement (NSP) NSP Aftercare Limited Secure Placement (LSP) Community Partnerships Parent Advocate Child Welfare Consultant Contracts and Discretionary Contracts.
Administrative Payment Services is responsible for processing payments associated with the agency for-profit vendors which are Non-Human Service Subcontractor-related. These payments are made to cover administrative costs of goods and services required by ACS to support Implementation and effective delivery of its social service programs.
Financial Audit Department include overseeing and monitoring of the financial health of contracted provider agencies and monitoring and identifying areas of financial risk. This includes preparing year-end reconciliations for each provider reviewing annual provider financial audits and monitoring provider agency corrective action plans annual closeout reconciliations/appeals and oversight of the DOE audit of CCBG funded Early Learn contractors Social Security Benefits Unit (SSBU) Banking Fiscal Field Review (FFR)/Risk Management units Child Welfare Contract Audits (CWCA) managing Supplemental Security Income (SSI) and Retirement Survivors and Disabilities Insurance (RSDI) payments on behalf of children in foster care all ACS Banking and cash transactions.
Reporting to the Associate Commissioner the Strategic Operations Advisor provides operational support and strategic counsel to the Associate Commissioner for Financial Services (DFS); coordinates between Payment Services sub-units Audit and Risk Management other DFS areas and other ACS divisions to ensure that information flows smoothly that projects and initiatives move toward completion and policy is carried out as intended.
This position is responsible for the following tasks and responsibilities including but not limited to:
- Prepare emails memoranda briefing papers one-pagers presentations letters reports agenda etc. for the Associate Commissioners communication and meetings with the Deputy Commissioner DFS staff other ACS divisions other City agencies and external oversights and organizations.
- Manage internal DFS administrative processes such as space personnel and resource planning WITS processing and ensuring staff safety.
- Represent Payment Services and Audit/Risk Management in internal DFS and ACS workgroups including for the COOP-- serving as a thought leader to tackle and resolve departmental and division-wide problems.
- Represent the Associate Commissioner and work internally with managers and staff in Finance departments including Budget Claiming Payment Services Audit/Risk Management Revenue Maximization and DFS IT to track and project-manage tasks and follow up on deliverables related to the work of the Division.
- Supervise staff that support personnel tracking and PAR submissions.
- Supervise staff that coordinate with DFS units to submit required audit-related information to oversights including the ACS Office of Agency Accountability OCFS the Comptroller and other entities.
- Coordinate special projects or requests that include Divisions across ACS and may include other City agencies.
- Maintain files and records as required

Qualifications :
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience including one year at the administrative or managerial level in a large governmental agency business firm civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to 1 above. However all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
