Masters degree in Human Resources Management Public Administration Business Administration or Organizational Development.
Professional HR certification such as PHR (Professional in Human Resources) SPHR (Senior Professional in Human Resources) SHRM-CP (Society for Human Resource Management-Certified Professional) or SHRM-SCP (SHRM Certified Professional).
At least five (5) years of progressively responsible human resources experience including three (3) years in a supervisory or director-level capacity within a complex or public-sector organization.
Demonstrated experience implementing and interpreting governing HR policies and procedures including the Personnel Code Personnel Rules Position Classification Plan Pay Plan Collective Bargaining Agreements and Comprehensive Employment Plan.
Experience managing multi-disciplinary HR teams encompassing recruitment labor relations classification payroll benefits and EEO compliance.
Proven experience in unionized environments including grievance handling arbitration preparation and collective bargaining support.
Comprehensive knowledge of applicable employment laws and regulations including EEO/AA FMLA ADA FLSA Title VII OSHA standards and the State of Illinois Ethics Act.
Proficiency in HR technology and analytics with experience using HRIS platforms to support data-driven decision-making and workforce planning.
Demonstrated success leading organizational improvements such as restructuring modernization process enhancements or system implementations.
Strong leadership communication and ethical standards with the ability to build cross-agency partnerships manage conflict and provide strategic policy guidance in alignment with state objectives.
