Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework employing a multi-domain and multi-region focus to create a 360-degree approach with the flexibility to enable upon direction a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference as directed by the North Atlantic Council.
The NATO Communications and Information Systems (CIS) Group plans deliver and supports NATOs Deployable Communication and Information Systems (DCIS) in order to enable command and control (C2) for NATOs deployed HQs.
The NATO CIS Group HQ Command Group is responsible for decisions directives and strategy to achieve NCISG s mission of ensuring provision of NATO-wide cost-effective interoperable and secure Deployable Communication & Information Systems (DCIS) capability in support of NATO operations and exercises. NCISG CG directs the activities of the NATO Signal Battalions executing that mission.
The Office of the Legal Advisor (LEGAD) is responsible for advising the Commander as Head of NATO body NATO CIS Group on the full range of legal issues facing the organization ensuring a proper legal basis for the organizations activities.
The incumbent provides legal advice to NATO CIS Group Headquarters and staff elements on legal issues facing the organization in 17 different countries.
Principal Duties
The incumbents duties are:
1. ADMINISTRATIVE LAW:
a. Advises on legal issues related to general administrative matters including legal basis and authority for organizational activities; legal review and interpretation of NATO CIS Group policies; compliance with applicable laws and directives; resolution of claims against the NATO CIS Group etc.
b. Advises administrative boards of inquiry on legal and procedural issues.
c. Reviews policies and reports for legal sufficiency.
d. Serves as Fraud Focal Point for NCISG.
2. LABOUR LAW:
a. Advises NCISG commanders and managers on application and interpretation of the NATO Civilian Personnel Regulations (NCPR) and military-related labour matters (AD 045-001 etc.).
b. Advises NCISG J1 CHRMs and Head of NATO Body on legal aspects of civilian personnel policy.
c. Conducts legal review of labour-related policies and directives.
d. Advises complaints committees; reviews complaints committee reports for legal sufficiency.
e. Assist LEGAD before the NATO Administrative Tribunal.
3. INTERNATIONAL LAW:
a. Provides support to negotiation and administration of formal agreements with the 13 NATO Nations which act as Host Nations to the NATO CIS Group including legal status privileges and immunities of the NATO CIS Group and its employees under international law and agreements.
4. CYBERSPACE LAW INFORMATION TECHNOLOGY DATA PROTECTION & INTELLECTUAL PROPERTY LAW.
a. Provides legal advice on legal issues related to CIS and computer related issues such as Service Level Agreements (SLAs) and CIS policies.
b. Advises on Data Protection related matters.
5. CONTRACT LAW:
a. Advises command and staff elements on all contractual legal matters.
6. ADVOCACY:
a. Assists LEGAD at NATO committees and boards when legal issues are involved including before the NATO Administrative Tribunal.
b. Assists LEGAD in monitoring and oversight of litigation in judicial fora.
Special Requirements and Additional Duties
1. The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
Essential Qualifications
A. Professional/Experience
1. Minimum 3 years of experience providing legal advice in a military headquarters.
2. Minimum 3 years of experience managing workload in a legal office.
3. Proficient in standard MS Office software.
B. Education/Training
University Degree and 4 years post related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 7 years post related experience.
C. Language
English - SLP 3333 - (Listening Speaking Reading and Writing)
Desirable Qualifications
A. Professional Experience
1. Ability to organize the administration of a legal office.
2. Experience in an international military HQ.
3. Experience dealing with Ministries of Defence.
4. Experience in fraud prevention.
5. Experience with NATO Data Protection rules.
6. Experience in negotiation and administration of international agreements/arrangements.
7. Experience in dealing with formal investigations and inquiries (preferably under NATO rules).
8. Experience dealing with formal complaints and labour law issues (preferably under NATO rules - NCPR).
B. Education/Training
1. Anti-Fraud Course/equivalent training.
2. Data Protection Course/equivalent training.
3. Course: CCC-SMNATO C4ISR Orientation for Officers.
4. Course: ETE-LG-2688 - NATO Legal Advisor Course.
5. Course: ETE-MW-3834 - NATO Orientation Course.
Attributes/Competencies
1. Personal Attributes: - Good judgment reliability tact experience dealing with general officers flexibility with regard to working hours and willingness to travel.
2. Professional Contacts: - Regular professional contacts with others inside and/or outside immediate organization on functional matters. Solicits/gives information and provides advice/guidance.
3. Contribution To Objectives: - The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organizational element.
REMARKS:
WHAT WE OFFER
- 38 hours per week schedule;
- 2.5 paid days of leave per month worked;

- Contract period: definite duration contract until 31/12/2026 (pending budget approval);
- Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation;
- Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The cost for insurance amounts to 2.57% of basic salary (2/3 payable by the Organisation and 1/3 payable by staff);
- For staff eligible under NATO rules there is also a dependent child allowance and coverage for dependent children for medical benefits.
