What you will be doing:
  • The Division of Community and Regional Affairs (DCRA) is hiring anAdministrative Officer 2a role ideal for those passionate about putting their administrative expertise to work for Alaskans.
  • This position overseesbudgeting travel payroll procurement property management and serves as the agencysHR manager.
  • The role supports DCRAs constitutional and statutory mandates by ensuring smooth and efficient operations with minimal supervision.
  • The incumbent supervisesone Administrative Assistant and one Publications Specialist collaborating with leadership to supporta growing team of community-focused professionals.
  • Manages a $18.8 million annual budget and supports administering DCRAs $1 billion grants and disaster recovery fund portfolio.

The Administrative Officer 2 position offers part-time telework and a flexible work schedule.

The candidate will be part of a dynamic team of professionals who enjoy working with the rural communities they serve. The office is located on the 16th floor of the Atwood building and covered parking in the Linny Pacillo parking garage is provided.


Who we are looking for:

  • Working knowledge of the State of Alaskas budget practices procedures and terminology including the use of the Alaska Budget System (ABS) IRIS Financial and Procurement (FIN/PRO) IRIS Human Resource Management (HRM) and Workplace Alaska (WPA).
  • Considerable knowledge of administrative processes necessary to support the operations of an agency such as fiscal and accounting practices; procurement and property management; payroll and human resources.
  • Ability to work effectively in high-stress situations analyze complex issues accurately using sound judgment to take prompt appropriate actions and recommendations.
  • Is thorough when performing work and conscientious about attending to detail.
  • Skilled at adapting to changing priorities and working on multiple projects with overlapping or conflicting schedules while remaining organized and accurate.
  • Displays a high level of initiative works with minimal supervision and demonstrates responsible behavior.
  • Experience interpreting applying and explaining Alaska Administrative Manual bargaining unit contracts and established policies and procedures.
  • Ability to effectively and professionally communicate with others both verbally and in writing.
  • Proficiently uses computers and software applications specifically Microsoft Office Suite Adobe Acrobat IRIS FIN IRIS HRM and ALDER to accomplish work.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in

  • Administration and Management: Knowledge of planning coordination and execution of business functions resource allocation and production.
  • Analytical Thinking/Problem Solving: uses a logical systematic sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.
  • Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing justifying reporting on and executing the budget; and the relationships among program budget accounting and reporting systems.
  • Financial Management: Prepares justifies and/or administers the budget for program areas; plans administers and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  • Organizational Awareness: Knows the organizations mission and functions and how its social political and technological systems work and operates effectively within them; this includes the programs policies procedures rules and regulations of the organization.

Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or progressively responsible experience providing administrative support to a business or organization business administration public administration finance banking accounting industrial relations marketing human resource management logistics and supply chain management or a similar business field.
