Prior to May 1 2022 the University required all students faculty staff and visitors (including contractors) to declare their COVID-19 vaccination status and provide proof that they were fully vaccinated or had an approved accommodation to engage in in-person University activities. These requirements were suspended effective May 1 2022 but the University may reinstate them at any point.

Job Summary
1. Give a short summary of the duties and responsibilities of your job.
a)Performs day-to-day operations of the fire safety program in accordance with applicable legislation standards and University policy and procedures. This includes:
-Performing fire inspections in university-owned or leased spaces to ensure use occupancy and maintenance conforms to established codes standards policy and procedures. This would include preparing inspection reports and making recommendations to correct noted deficiencies.
-From a fire safety perspective reviewing plans for the new construction of buildings and/or the alteration and renovation of existing buildings. This would require consultation with Facilities Architects and/or regulatory agencies in order to resolve any issues or problems that were identified.
-Conducting annual fire drills in university-owned buildings as required by the relevant legislation.
-Reviewing on an annual basis building fire safety plans. This includes revising plans as necessary when there have been changes to the contents of the plan and the creation of new fire safety plans for newly built or renovated buildings
-Providing as necessary maximum occupancy limits for classrooms laboratories assembly area and event locations based on the requirements of the Ontario building and fire codes.
-Providing advice to the University community on fire safety matters.
-Investigating complaints regarding violations of the relevant fire safety legislation and University policy and procedures.
b)Investigates all fires and fire related incidents that occur on campus or in a university-owned building. This would require attending incident locations as required and writing incident reports with recommendations.
c)Acts as a liaison with Kingston Fire & Rescue and other applicable regulatory agencies. This could include:
-Receiving and responding to information requests.
-Facilitating inspections by the regulatory agencies.
-Facilitating familiarization tours for fire crews.
-Responding to inspection reports or notices of non compliance issued by the regulatory agencies.
d)Coordinates and maintains the fire extinguisher inventory. This will include:
-Updating the inventory to track when extinguishers are moved removed from services or replaced.
-Conducting annual inspections
-Coordinating with an external contractor to complete the 5-12 year hydrostatic test inspections
-Providing general training to the University community on the use of portable fire extinguishers.
e)Coordinates with Facilities and external contractors the annual inspection of sprinkler and standpipe systems in university owned buildings
f)Serves as a member of the Universitys HAZMAT Team.
g)Assists other departmental staff as required.
h)Undertakes other duties as delegated in support of the unit or department.
Job Description

To fulfill the duties of the position a two-year fire protection/fire science technology diploma with a minimum of two years of fire protection related experience is required.
Familiarity with the Ontario Fire Code Ontario Building Code NFPA standards Ontario Occupational Health & Safety Act Transportation of Dangerous Goods Legislation and CSA and ANSI Standards is required.
Good working knowledge of computers for word processing spreadsheet management e-mail and database management.
Well-developed oral and written communication skills.
The incumbent must complete Queens WHMIS and Transportation of Dangerous Goods training.
A valid drivers license is required.
The incumbent must be physically capable of performing the job duties.
3. Is it necessary in this position to oversee the work or to instruct other staff If so what does this involve
The fire safety coordinator may occasionally oversee the work of summer students or casual staff.
4. What other people must you deal with in this job and why (i.e. is there direct contact with students teaching staff other departments people outside the university community)
Contact with administrative staff researchers technicians and graduate students in various technical buildings and departments will frequently be required.
Direct contact and liaison with personnel from Kingston Fire & Rescue to facilitate inspections investigations and follow-ups as required.
Frequent contact with staff in Facilities and external contractors in order to complete inspections and provide technical advice on fire protection and safety issues.
5. How is your work assigned to you and how closely does someone else check your work
Priorities are established through discussions with the Director at regular one-on-one meetings.
Tasks and duties are scheduled by the incumbent according to priorities workload and department policy and procedures.
Annual inspections and drills are scheduled on an annual basis based on the previous testing dates and the fire code requirements.
Work is not typically checked unless requested by the incumbent or there is a query from a client. The incumbents progress at completing tasks and fulfilling the duties of the job are tracked through regular meetings with the Director.
Matters that require changes in policy or a new policy are brought to the attention of the Director.
6.a) Are the sorts of problems encountered in this job usually covered by established procedures or do you frequently have to develop or invent solutions to problems yourself
Most problems have procedures and policies established by codes regulations standards policies or procedures. However in situations where problems are not completely covered by procedures and/or policies the fire safety coordinator would be expected to provide solutions or make suggestions and/or recommendations to resolve the issue. Problems that require the modification or development of new procedures will be resolved in consultation with the Director and other members of the department since it may be necessary to interpret the meaning of the code regulation or standard.
6 b) Are you involved in establishing standard procedures (give examples)
From time to time the fire safety coordinator is required to draft procedures and fire safety plans which receive wide distribution in its edited form. These procedures once drafted are circulated to the Director for approval and distribution to the network of joint health and safety committees and safety officers on campus.

The fire safety coordinator could be required to use gas detection and monitoring equipment valued at approximately $25000. The fire safety coordinator will also be required to use in conjunction with other departmental staff hazardous materials response equipment valued at $100000. The fire safety coordinator will also be required to use the departmental truck with a replacement value of $55000.
The fire safety coordinator shares the responsibility along with all other technical staff in the department for the maintenance and proper use of all of the equipment.
8. Give details of any unusual factors affecting this job i.e. - hazards unusual working conditions requirements for a high degree of manual dexterity etc.
Due to the varied nature of the research on campus the incumbent may be in close proximity to pathogenic agents carcinogenic chemicals as well as standard hazardous chemicals. The work poses acceptable levels of exposure provided the work is carried out properly and that all relevant safety procedures are followed.
The tasks associated with the job can be strenuous and could require climbing of ladders entry into service spaces and the opening of ventilation shafts.

The fire safety coordinator must be a mature person and be able to work carefully and with great consistency. Since the health and safety of faculty staff and students is at stake it is essential that high quality work be done at all times. The incumbent must be able to communicate effectively with faculty staff and graduate students and must have sufficient self-confidence to accept questioning and criticism from these clients.
