Job Description:

Business Process Consultant Senior

Purpose:

Responsible for leading the Department Executive Management team through the strategic planning process innovation and performance measurement processes. Responsible for creating and revising process innovation strategic planning competitive analysis corporate intelligence and performance measurement processes. Analyzes presents alternatives makes recommendations and provides assistance for resolving business and technical issues confronting management in the area of planning performance and reorganization.

Duties Functions and Responsibilities:

  • Leads multiple cross-functional large projects initiatives and teams.

  • Reviews coaches and evaluates the work of Business Process Consultants and Technical staff.

  • Advises Executive Management team in defining and identifying key measures and performance targets.

  • Facilitates the development of stakeholder analysis and communication plans for process improvement teams.

  • Makes recommendations to project teams and recommend organizational change utilizing appropriate talent.

  • Identifies collects and researches to complete data analysis.

  • Plans needs and forecasts resources for specific tasks and makes specific assignments to Business Process Consultants and/or staff.

  • Accountable for achievement of goals of the division.

  • Identifies talent to fulfill support roles establishes relationships quickly and gather needed resources to ensure successful processes.

  • Develops solutions to critical business issues and presents alternatives to executive management.

  • Communicates project status to sponsors stakeholders and the rest of the department.

  • Responsible for creating/revising models and methodologies which support consulting services.

  • Develops project work plans and performs project management.

Responsibilities - Supervisor and/or Leadership Exercised:

  • Responsible for the full range of supervisory activities including selection training evaluation counseling and recommendation for dismissal.

Knowledge Skills and Abilities:

Minimum Qualifications:

  • Graduation with a bachelors degree from an accredited college or university plus five (5) years of experience related to the job. Graduate level education may substitute for experience up to two (2) years.

Licenses and Certifications Required:

None.

Preferred Qualifications:

  • Extensive Knowledge and experience in the homeless response system affordable housing or other field closely related to homelessness.

  • Knowledge and experience in leading government or community planning processes including establishing plan of work engaging stakeholders managing implementation and synthesizing results and making recommendations.

  • Demonstrated ability to produce and present high-quality documents and briefings for elected officials or executives and/or community stakeholders.

  • Supervisor or Management Experience.

  • Strong supervisory skills with demonstrated success managing planning and policy and community engagement staff.

  • Knowledge of government processes including procurement and contract management.

  • Experience navigating varying types of authority and partnership.

Position Overview:

The Homeless Strategy Office (HSO) of Austin Public Health is hiring a Business Process Consultant Senior to support the City of Austins efforts to combat homelessness. This position will manage the divisions Policy and Engagement unit with broad responsibility for overseeing planning and policy development collaborating with internal and external stakeholders and overseeing and implementing performance management practices at the system and programmatic level. The position will lead planning with applicable City departments and external stakeholders such as Ending Community Homelessness Coalition the Homeless Response System Leadership Council social service providers affordable housing developers other governmental jurisdictions and private funders.
The Business Process Consultant Senior will supervise planning and engagement staff working to
(a) improve system level and human outcomes by advancing evidence-based and best practices guiding strategic investment of City of Austin resources and expanding effective performance management processes; (b) ensure City resources are meeting needs of the population through consistent use of reliable data centering the voice of people with lived experience of homelessness and engaging with a broad array of stakeholders; and clearly communicate progress challenges and opportunities with relevant internal and external audiences.

Salary Range and Benefits:

  • Salary Range is $80940 - $102200

  • This position comes with a comprehensive benefits package that includes medical and dental coverage paid sick leave vacation and personal time and a retirement plan.

Hours:

  • Monday Friday 8:00 am 5:00 pm

**Hours may vary due to operational needs. An alternative schedule and remote work/telework options are available but this position requires a minimum of 40% per week in-office standard.
