Position Overview:
Nationwide IT Services (NIS) is seeking a Sr. AcquisitionProgram Analyst (APA)for the STAQSS II Contractsupporting the Secretary of the Air Force for Acquisition (SAF/AQ).

This position will provide support toAQI the Information Dominance Programs Directorate. AQI serves as the focal point within the HAF for information dominance matters associated with integrated product life cycle management and facilitates information dominance stakeholder collaboration in addressing program lifecycle issues. The portfolio includes current and future: air and ground-based command and control (C2) including nuclear C2; defense business systems enterprise information technology; cyberspace weapon systems; manned and unmanned intelligence (MQ-9) surveillance and reconnaissance (ISR); counter-C2 electronic warfare air traffic control and landing systems; and networks and datalinks systems from concept and technology development through production deployment and sustainment.

The Acquisition Program Analyst Senior position includes supporting Headquarters Air Force (HAF) budget preparation and defense SAE oversight and decision-making activities.


Responsibilities:
  • Supporting Headquarters Air Force (HAF) budget preparation and defense SAE oversightand decision-making activities PEO program execution and oversight efforts of aircraftplatform.
  • Maintaining and analyzing planning scheduling and management data.
  • Studying analyzing and providing recommendations on requirements acquisition strategiesprogram documentation program phase transition plans supplemental information andprogram execution.
  • Providing honest broker assessments of programs approaching milestone decisions and ofprime contractor technical and operational issues
  • Researching and analyzing program trends identifying issues and recommending solutions.
  • Making recommendations on the allocation of funding establishment of program goalsobjectives and schedules and the formulation of program direction.
  • Tracking compliance with stated program direction and identifying issues.
  • Identifying and researching programmatic issues and tradeoffs in terms of requiredcapabilities costs and schedules.
  • Reviewing and providing recommendations on existing and proposed Air Force acquisitionand capability area policies and implementation.
  • Reviewing and evaluating the impact of national DoD JCS and civil government policiesand activities that affect Air Force acquisition programs and capability areas.
  • Maintaining historical Air Force weapon program documentation and developing summarydocuments/briefings and training material
  • Providing short notice quick-reaction analyses of critical programmatic issues in the contextof Congressional OSD Staff Joint Staff HQ USAF Major Air Command (MAJCOM)North Atlantic Treaty Organization (NATO) coalition or bi-lateral activities
  • Preparing Planning Programming Budgeting and Execution (PPBE) documentation toensure they accurately articulate the current program.
  • Supporting the HAF review process - Air Force Requirements Oversight Council (AFROCs)Joint Warfighting Capabilities Assessment (JWCAs) Defense Acquisition Boards (DABs)Congressional cycle Acquisition Strategy Panels (ASPs) Air Force Review Board (AFRBs)Configuration Steering Board (CSB) Government Accountability Office (GAO) reports etc.
  • Reviewing and documenting Mandatory Declassification Review (MDR) and Freedom ofInformation Act (FOIA) requests.
  • Monitoring ongoing studies analyses and developmental work relevant to weapon systems
  • Supporting program-specific efforts like Concept of Operations (CONOPS) developmentCapability Development Documents (CDD) Capability Production Documents (CPD)Information Exchange Requirements (IER) and requirements working groups
  • Reviewing and providing data to assist in preparation for legislative hearings programdocumentation briefing packages and read-ahead Congressional staffer visits and otherevents to ensure an integrated and consistent Air Force position in response to Congressionalquestions issues and requests for information on assigned program/portfolio.
  • Any other tasks closely associated with the performance of duties list above and ascoordinated with the COR.
  • Program Objective Memorandum (POM) & Program Planning Budgeting & Execution (PPBE)

Qualifications:
  • Active TSClearance with SCI eligibility
  • Masters degree in a Business Finance or Engineering discipline.
  • A total of 10 years of acquisition experience in a System Program Office and/or Air Force Headquarters.
  • Experience with DoD Planning Programming Budgeting and Execution (PPBE) process including development of budget documentation and familiarity with analyzing budget execution.
  • Must be proficient in allcomputer-based communication/office IT tools to include the following: Microsoft (MS) Office Suite Word Power Point SharePoint Excel TEAMS; Adobe (both reader and Pro).
  • Must have the ability to learn new software/office IT tools as needed in a timely manner.
  • Must be proficient in public speaking: capable of delivering briefs speaking in meetings in person and online and giving presentations.
Work Experience Substitutions:
  • 12 years of relevant work experience may be substituted for a MA/MS degree.
  • BA/BS degree plus 8 years of relevant work experience may be substituted for a MA/MS degree.
Physical Requirements:
  • Ability to move or traverse throughout a large secure facility and between multiple work areas
  • Ability to perform repetitive motions with hands wrists and fingers
  • Ability to sit for prolonged periods at a desk and working on a computer
