Candidates will need to register via: Joint Intelligence and Security Division (JISD) under the leadership of the Assistant Secretary General for Intelligence and Security (ASG-I&S) comprises two principal pillars: Intelligence headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) headed by the Deputy ASG for Security.
The NOS is responsible for the overall coordination of NATO security among member Nations NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters (HQ) and its personnel in Brussels for the protection of the Secretary General and for the security and safety of its personnel in and on missions abroad. The NOS comprises the Office of the Director the Security and Policy Oversight Branch (SPOB) the Protective Security and Emergency Services Branch (PSESB) the Close Protection Unit (CPU) and the Security Intelligence Branch (SIB).
The PSESBs mission is to ensure the security and safety of the NATO HQ its people infrastructure and coordination with the Host Nation it analyses threats and vulnerabilities determines risks and takes action to minimise them. Its staff work in the following domains: access management; security regulations and infractions; physical security; security awareness and special events (high-level meetings at the NATO Headquarters and in NATO member and partner nations). It also provides advice on protective security issues in the NATO satellite offices.
Within PSESB the incumbent works as part of the HQ Security Force (HQSF) and is responsible for leading the on-duty security team responsible for carrying out security duties (in a shift system including nights weekends and holidays) connected with the protection (personnel infrastructure and information) of the NATO HQ in Brussels or any other assigned location armed or otherwise as circumstances dictate. The incumbent supervises the execution of all operational activities of the HQSF and contract guard services employees working closely with Security Contractor team leaders. They are directly responsible for responding to security and emergency incidents including operations of the Site Security Centre in cooperation with the NATO Headquarters Fire and Emergency Services during non-working hours. During normal working hours and special events they provide security support to special events or VVIP visits including high level meetings of the North Atlantic Council Military Committee Ministers and Heads of State and Government from NATO members and partner nations or Senior Officials from other International Organisations.
As the team leader and manager of a 24/7 security team the incumbent is responsible for ensuring that the agents under their operational supervision correctly carry out the tasks assigned to them in accordance with established instructions and by behaving in a manner consistent with the internal code of conduct. The Inspector identifies and communicates training needs within their team and follows up with the Training Coordinator who is responsible for planning and delivery of training. The Inspector ensures that all team members maintain required qualifications and operational readiness. The incumbent works under the supervision of the Coordinator HQSF for the day-to-day operational management and performance oversight under the overall supervision of the Head HQSF. They maintain close coordination with the Security Contractor Supervisor to guarantee effective and consistent delivery of security services throughout duty shifts.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
have a good general education equivalent to higher secondary level;
have at least 5 years experience as a manager / Team Leader of a security or police/military force with middle management responsibilities;
be experienced in the use of firearms and non-lethal use of force equipment and be able to pass regular (minimum annually) recertification testing to maintain good physical condition and operational readiness;
experience in interpreting and applying Regulations Standard Operating Procedures and Directives related to security and resource management (e.g. human resources and equipment);
demonstrate strong interpersonal and leadership skills;
have good writing skills and the ability to draft clear and concise reports;
possess the following minimum levels of NATOs official languages: (English/French): V (Advanced) in one; III (Intermediate) in the other;
be able to work in shifts outside of normal office hours including weekends holidays and nights sometimes at short notice and to work overtime;
be willing and able to deploy on missions/activities outside NATO HQ.
DESIRABLE
The following would be considered an advantage:
experience in working in a diplomatic or international environment demonstrating an understanding of protocol and intercultural sensitivity;
ability to use specialized Communications and Information Systems in the security domain (e.g. CCTV access control systems) or the willingness and ability to learn;
hold a current first-aid certificate (nationally or internationally recognized);
knowledge of basic Chemical Biological Radiological and Nuclear (CBRN) defensive measures and EOR (Explosive ordnance reconnaissance) techniques.
3. MAIN ACCOUNTABILITIES
Planning and Execution
Lead & supervise the on-duty Headquarters Security Team (during and outside working hours) including operational employment and oversight of the contracted security guards as part of the HQSF within the PSESB in order to ensure the security and safety of the NATO HQ. Respond to security incidents and perform operational tasks (e.g. security support to VIP visits and special events). Resolve operational issues or escalate for approval to PSESB management as necessary. Lead security incident response outside working hours during nights and weekends while reporting to and seeking direction from Branch management as necessary. Report immediately to management any incidents which impact the security of the NATO HQ have health and safety implications involve Host Nation Police or Security Services or are likely to bring media attention to NATO.
People Management
Lead and manage the teams performance in close coordination with the Units management and assistants to build a professional and motivated team. Provide mentoring coaching and clear guidance on objectives ensuring regular fair and objective feedback through both informal channels and the International Staff Performance Review and Development cycle. Identify training needs within the team and communicate these to the Head of Unit and the Training Coordinator who is responsible for planning and delivery and follows up to ensure staff maintain required qualifications and operational readiness. Develop a cohesive motivated and high-performing team.
Project Management
Identify and use resources efficiently and effectively. Review project performance of own projects and tasks as directed. Respond to changes in requirements in a positive and flexible manner demonstrating resilience to change and uncertainty. Take responsibility for managing work projects/tasks to achieve results. See tasks through to completion and identify lessons. Monitor progress and adjust plans as required. Consider the risks opportunities and ramifications of issues and longer-term impact of own work and work area.
Organisational Efficiencies
Enforce the optimal deployment of HQSF personnel and contractors to support daily operations as well as special events as established by the Scheduling Assistant. Monitor and control the implementation of deployment plans report any deviations through the established chain of command. Contribute to efficient workforce planning by sharing relevant information on team availability and training needs with the Head of Unit and the Scheduling Assistant who retain responsibility for leave and shift coordination. During working hours maintain constant communication with the JISD/NOS Planning Office to coordinate the appropriate level of support to visits and works at NATO HQ. Identify opportunities to improve processes and working methods to enhance overall organisational efficiency.
Stakeholder Management
Establish and maintain good professional relationships with key interlocutors at NATO HQ. Ensure effective cooperation and interaction with Member Delegations Partner Missions International Staff/International Military Staff and other NATO Bodies and clients in order to provide timely and effective services to the NATO HQ community. Deal tactfully politely discreetly but firmly with staff and visitors on-site under all circumstances including handling complaints from senior staff. Respond calmly and efficiently to all incidents including emergencies. Provide team members with the information and briefings needed to fulfill their duties. Ensure that all instructions issued by PSESB management are communicated understood and implemented by their team.
Perform any other related duty as assigned.
The incumbent reports to the Coordinator HQ Security Force for the day-to-day operational management and performance oversight under the overall supervision of the Head HQ Security Force. Outside normal working hours the incumbent takes all necessary first response measures and liaises with relevant actors (e.g. SITCEN police fire department medical services Security Officers of delegations) as well as the appropriate PSESB managers to ensure the security and safety of NATO HQ.
