Description


The Clerk of the Circuit Court & Comptrollers Finance team is seeking an ambitious and detail-oriented leader to oversee the administrative and operational functions of the Payables department. This role ensures compliance with Federal State and local regulatory standards while driving efficient resource allocation and effective operations. The Payables Manager will collaborate with internal and external customers supervise disbursements manage personnel and provide oversight for fiscal activities including grants special revenue programs and purchasing card operations.

Examples of Essential Functions

  • Investigates and reports on vendor and County department concerns and complaints; provides information direction or resolution accordingly.

  • Provides support to the Countys Purchasing Card (PCard) program including review and interpret county policies balance and reconciliation.

  • Monitors and supervises County disbursements to ensure adherence to established policies and procedures; supervises the recording and reporting of expenditure and budget activity in accordance with established regulatory standards.

  • Reviews proper accounting of grants and other special revenue projects and programs; reviews financial system reports; performs research and follow-up for any exceptions errors or unusual items.

  • Approves wire transfers for bond issued debt service interdepartmental transfers and transfers between constitutional offices; provides budget overrides as indicated to include review verification release of fund controls and referenced document approval.

  • Manages and oversees the front-desk functions for the Finance division.

  • Process records requests for County Departments as well as the public related to the official records for Palm Beach County finance transactions.

  • Performs personnel management duties i.e. supervising training hiring disciplinary action counseling performance evaluations recommending transfer promotion and employment separation

  • Monitors and supervises County disbursements to ensure adherence to established policies and procedures; supervises the recording and reporting of expenditure and budget activity in accordance with established regulatory standards.

  • Conducts special projects as needed.

  • Monitors all organizational/department-related performance and productivity standards for compliance.

Typical Qualifications

Bachelors degree in Business Administration Accounting Finance or related field; supplemented by Four (4) years of direct work experience and three (3) years of supplemental work experience required and must include performing personnel management duties (i.e. supervising training hiring disciplinary action counseling performance evaluations recommending transfer promotion separation).

Additional experience is accepted as a minimum requirement in lieu of a post-secondary degree on the following basis: additional four (4) years in lieu of a bachelors degree and additional two (2) years in lieu of an associate degree.

Experience at a large organization preferred.
