Job Summary

Job Title: Program Specialist: HQIM and Bluebonnet Learning Adoption and Implementation

FLSA Status: Exempt

Pay Grade: 101

Work Days: 226

Reports To: Coordinator of Instructional Services

Primary Purpose

Provide internal support of the adoption and implementation of HQIM and Bluebonnet Learning Materials through project management and fiscal planning.

Education/Certification

  • High School Diploma or equivalent.
  • Technician certification(s) and/or associate degree preferred

Special Knowledge/Skills

  • Team-oriented attitude and desire to work collaboratively with ESC staff and campus/district/charter school personnel.
  • Proficient in project management software system implementation; Smartsheet preferred.
  • Assist in supporting and managing the state grants.
  • Proficiency in keyboarding spelling proofreading grammar and punctuation in oral and written communication.
  • Experience in creating correspondence reports brochures graphics and spreadsheets with assistance from the communications department.
  • Ability to manage staff schedules and assigned internal systems.
  • Project coordination experience.
  • Strong organizational communication public relations and interpersonal skills.
  • Excellent multi-tasking and problem-solving skills.
  • Ability to compile maintain and analyze data and produce reports to support decision-making.

Experience

  • Minimum of five years of successful prior experience in supporting grants and initiatives.
  • Minimum of five years of project coordination experience.

Essential Duties and Responsibilities

**This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.

  • Actively participate in and/or provide leadership for inter-departmental teams to help improve student performance in the region improve the ESC internal operations and meet the established goals and objectives of the ESC.
  • Problem-solving with the coordinator. Follow oral and written instructions from the supervisor and team members.
  • Coordination of ESC staff training/certification.
  • Complete assignments on time and accurately.
  • Maintain confidentiality.
  • Interact with and provide support and technician assistance for state initiatives and grant participants.
  • Attend TEA required meetings and trainings
  • Create develop and implement reports financial data and information for ESC staff and the Texas Education Agency.
  • Submit annual report to TEA
  • Perform well under stressful situations and a fluctuating workload.
  • Interact with all stakeholders with courtesy and professionalism.
  • Perform other duties as assigned.

Equipment/Specialized Software Used

Computers projection devices control panels in meeting rooms printers productivity software software specific to the job assignment network resources internet resources and other hardware and software necessary to perform the functions of the job effectively and efficiently.

Working Conditions (Mental Demands/Physical Demands/Environmental Factors)

Mental: Public relations and people skills are always required work with frequent interruptions and maintain professional composure and confidentiality under stress.

Physical: Occasional prolonged and irregular hours ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Frequent region and state-wide travel. Capability to stand speak and actively engage with audiences for extended periods during training and presentations.

Environmental: Open cubicles/workstations.

Evaluation

Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance need and funding.
