Description / Position Overview

Inspector II / Inspector III Stormwater Engineering

The City of Colorado Springs is ready to welcome multiple Inspector IIs and an Inspector III to the Stormwater Engineering team! As an Inspector for this team you will inspect development sites for compliance related to Permanent Control Measures (PCMs) concrete engineering specifications and drainage criteria standards review design construction and as-built plans and track inspections and enforcement actions related to the program as dictated by internal guidance policies and procedures City code the State issued MS4 permit and consent decree requirements.


*This position is subject to budget-required furloughs to be implemented in the 2026 calendar year and any furloughs subsequently approved.*

    Work Schedule: Monday - Friday; 7:00AM - 4:30PM; subject to on call/standby and emergency call out


    Inspector II Details:

    Hourly Salary:$31.11 - $37.35



    Inspector III Details:
    Hourly Salary:$33.91 - $40.71
    • Conduct technical inspections (construction compliance and final) for Stormwater PCM compliance on construction projects
    • Investigate and resolve citizen business and contractor stormwater PCM complaints and inquiries
    • Ensure PCM construction activities conform with City codes engineering standards and local state and federal environmental regulations
    • Coordinate with City staff contractors developers and other agencies; provide technical guidance and documentation including reports and records
    • Process and track annual inspection and maintenance reports submitted by private PCM owners
    • Escalate enforcement actions for non-compliance
    • Schedule and track inspections
    • Support supervisors with program management tasks including procedure development training auditing consent decree reporting and contract writing

    We are looking for candidates who demonstrate:

    Knowledge of:

    • The Citys MS4(Municipal Separate Stormwater Sewer Systems)Permit
    • Principles and practices of construction inspections and record keeping
    • Principles of Permanent Control Measure purposes
    • Familiarity with the Citys Stormwater Construction Manual and Drainage Criteria Manuals
    • Pertinent federal state and local laws codes and regulations
    • Familiarity with grading and construction pollutant control measures stormwater conveyance and treatment systems
    • Basic principles of civil engineering and construction management
    • Basic principles of mapping technical engineering drawings and specifications
    • Basic principles of concrete inspections


    Ability to:

    • Perform technical engineering inspections of construction sites
    • Submit reports of inspection activities
    • Ensure PCM construction is in conformance with city standards and specifications and the approved design plans
    • Read and interpret engineering plans and specifications
    • Ensure all assigned activities follow applicable federal state and local laws codes and regulations
    • Interpret and explain pertinent City policies and procedures
    • Communicate clearly and concisely orally and in writing
    • Establish and maintain effective working relationships
    • Work safely and independently

    Minimum Qualifications

    Inspector II:

    • Equivalent to the completion of the twelfth grade (high school diploma or GED)
    • Three years of full-time professional experience in a related field
    • Possess or obtain upon hire and maintain a valid non-probationary Colorado drivers license not subject to restrictions

    Inspector III:
    • Equivalent to the completion of the twelfth grade (high school diploma or GED)
    • Five years of full-time professional experience in a related field
    • Possess or obtain upon hire and maintain a valid non-probationary Colorado drivers license not subject to restrictions
