About the Department Services:
The Residential Services Division consists of a Juvenile Detention Center and two post-adjudicated facilities. The facilities house youth who are awaiting court and youth who are placed into the departments custody by the juvenile courts. The facilities provide direct care and supervision for all youth placed with the department along with providing mental health and behavioral treatment programs.
About the Position:
The Resource Liaison coordinates implements and ensures the provision of high-quality services and resources for facility-based programs aimed at youth on probation housed in residential facilities.
Duties and Responsibilities:- Develops implements schedules and maintains residential programs and coordinates special events and services.
- Coordinates and ensures that appropriate program referrals are made and enter necessary program information/data in the designated case management program.
- Identifies and establishes working relationships with community-based organizations and local state and federal agencies that can provide youth-centered and family-oriented programs and services to youth housed in department facilities.
- Identifies and resolves complex consumer/youth and community partner issues and complaints with minimal guidance and supervision.
- Works with HCJPD Administration and staff to guarantee programs and services are in compliance with Texas Juvenile Justice Department Standards the Texas Administrative Code Uniform Grants Management Standards and federal statutory regulations.
- Serves as the single point of contact for organizations that provide educational services job skills training and mentors for youth in HCJPD facilities.

Requirements
Education and Experience:
- BS/BA from an accredited college or university.
- Five (5) full-time paid experience working in casework counseling community or group work in a social service community corrections or juvenile agency that deals with offenders or disadvantaged persons.
OR- High School Diploma or G.E.D. equivalent from an accredited educational institution.
- Seven (7) years of full-time experience working in casework counseling community or group work in a social service community corrections or juvenile agency that deals with offenders or disadvantaged persons.
Knowledge Skills and Abilities:- Demonstrate strong knowledge of programs services and activities that may be of interest to children adolescents and families.
- Familiar with community-based organizations governmental entities advocacy groups and others who have an interest in serving at-risk youth.
- Knowledgeable about the Texas Juvenile Justice System and policies and procedures as they relate to the management of department-wide programs and services.
- General knowledge of Microsoft office applications and JIMS II.
- Ability to analyze information and make limited independent decisions that are within the scope of assigned/acquired duties.
- Decisions should be made utilizing professional and ethical standards positive benefits to youth and families efficiency security staff and financial implications and the overall impact of the proposed program service or special event.
- Must be 21 years of age.
Licensure:Additional Requirements:- Upon receiving a conditional job offer all applicants must undergo a criminal background check and drug screening.
- All applicants must provide evidence of a tuberculosis (TB) skin test. If the attest result is positive additional documentation will be required.
- All employees are subject to random drug and alcohol testing as well as testing based on reasonable suspicion that the employee may be under the influence of a substance prohibited by the countys drug and alcohol policy during the course and scope of employment.
- In the event of a public emergency declared by the county staff may be assigned to other duties facilities or departments under the supervision of another county department.
- Applicants must be at least 21 years old.
- Certified copies of educational transcripts and/or college credits will be required during the hiring process.
- This position involves working with challenging youth where the use of crisis intervention and de-escalation strategies may be necessary to ensure the safety of both youth and staff.

The Harris County Juvenile Probation Department (HCJPD) provides supervision and services to youth between the ages of 10 and 17 who are under the jurisdiction of the Juvenile Court. HCJPD is the largest juvenile probation department in Texas with approximately 1100 employees and over 3500 youth referred to the department annually. HCJPD programs and services operate under the direction of the Harris County Juvenile Board. The Administration building is located in Downtown Houston Texas with several field offices throughout the County and three secure residential facilities.
