TITLE: Human Resources Generalist
ACCOUNTABILITY: Director of Human Resources
About us:
Progress Foundation provides those experiencing symptoms of serious mental illness and other co-occurring disorders with alternatives to institutional placement. We are a private non-profit mental health agency operating in San Francisco Napa and Sonoma Counties. The primary treatment philosophy of Progress Foundation is described by the Principles of Social Rehabilitation which emphasize the role of a home-like treatment environment the importance of building honorable therapeutic relationships and the significance of encouraging the active participation of the client in their treatment planning.
Each program level is designed to meet the needs of clients with the level of support necessary for that individual. Admission to all Progress Foundation programs is on a voluntary basis only. Services are specifically targeted to respond to the needs of individuals who are considered severely disabled due to mental illness and co-occurring substance abuse. Program services and staffing reflect a strong commitment to diversity and an awareness of the critical importance of cultural ethnic linguistic and social issues in the provision of effective community behavioral health services.
ESSENTIAL FUNCTIONS:
Under the supervision of the Director of Human Resources the HR Generalist works collaboratively with Progress Foundation programs providing assistance in the following areas:
Employee Relations:
- Working with the HR Director responds timely to employee concerns and investigates claims of Harassment Discrimination and other charges.
- Working with the HR Director responds to union grievances and attends grievance meetings
- Assists the HR Director in responding to EEOC DFEH or OSHA complaints
- Conducts ADA Interactive Conversations
- Updates Employee Handbook annually
Recruitment
The HR/Talent Coordinator will support the logistics of the recruitment process to attract and hire diverse mission-oriented talent by:
- Posting opportunities to external job boards and tracking submitted applications and interview materials
- Completing initial phone screening and coordinating interviews
- Sending weekly recruiting updates to with openings
- Supporting and coordinating connections to recruitment events and other efforts to establish diverse pipelines of talent
- Managing communication with candidates
- On-boarding new staff to Progress Foundation Policies and Procedures
Operations
Facilitate a seamless transition for new team members from the interview process through full integration into the organization and for staff exiting the firm by:
- Maintaining compliant employee files; collecting and filing copies of required employee paperwork; facilitating background checks
- Training new employees on firm systems and tools; coordinating with Human Resources Director to create additional onboarding plans as applicable
- Creating new accounts across Progress Foundation internal systems such as email/file storage and timekeeping systems; coordinate with other teams (e.g. finance payroll accounting and programs) to ensure new hires are integrated into all systems and have the information and tools needed for their work
- Securely remove employees from all internal systems upon staff exit
- Schedule exit interviews and administer exit surveys for departing staff
- Assist in processing termination documents for exiting employees and assure that COBRA information is processed.
- Coordinate with the payroll department regarding salary changes new hires and terminations.
- Assist with responses to State Disability Insurance and Unemployment Insurance claims.
- Comply with all agency policies and procedures including the Code of Ethics and all relevant labor laws and regulations.
- Any other duties as assigned by the HR Director including coverage as needed of HR Director and HR Generalist duties.
Talent and Performance Management
Support team member performance by helping to maintain a talent and performance management system focused on real-time and 360-degree feedback.
- Support the annual performance review process including preparing materials and scheduling trainings and review sessions for staff
- Manage Progress Foundation team member feedback platform; maintain feedback forms; set deadlines and send reminders to staff and periodically analyze feedback response rates
Project Staffing
Execute efficient data gathering and processing and support analysis of staffing demand and supply by:
- Collecting and summarizing data from various sources monthly i.e. term and new hire reporting
- Assist the Human Resources Director with analyzing data around turnover and recruitment
Qualifications
- Bachelors Degree in Human Resources or Business preferred; experience may be substituted for degree requirement
- Minimum 5 years experience as an HR Generalist or HR Associate that includes 2-3 years of professional experience in a role that is familiar with:
- Executing on administrative support human resources and/or talent functions
- Ensuring compliance with policies
- Coordinating and sequencing meetings and events
- An understanding of State and Federal Labor Laws
- Strong experience with the Workers Compensation process
- Experience with recruitment and benefits administration
- Strong organizational and administrative skills along with effective and diplomatic oral and written communication skills.
- Experience in a union environment preferred
- Experience working in a human resources and/or talent role at a mission-oriented nonprofit or consulting organization a plus
- Must be able to negotiate several flights of stairs during each work shift.
- Must be able to lift a minimum of 20 lbs.
