MEAL Framework Development & Systems Thinking Integration:
- Develop and implement a robust MEL framework including key performance indicators (KPIs) methodologies and data collection tools to track project outcomes and impacts.
- Align MEL strategies with donor requirements organizational objectives and sectoral priorities.
- Institutionalize systems transformation thinking within project teams and partners by integrating it into MEAL approaches and program design.
- Ensure the MEL framework supports real-time monitoring adaptive management and learning-driven decision-making.
Data Collection Analysis & Reporting
- Lead the design and execution of baseline midline and endline evaluations to assess project impacts.
- Develop data collection protocols and ensure high-quality reliable and ethical data from project sites and stakeholders.
- Analyze quantitative and qualitative data to identify trends challenges and opportunities for program improvement and to prepare high-quality reports.
- Develop user-friendly dashboards and data visualizations to communicate findings effectively.
Capacity Building & Stakeholder Engagement
- Train and mentor project staff partners and stakeholders on MEL principles tools and data collection techniques.
- Provide technical support and guidance to ensure MEL practices are effectively applied across all program components.
Learning Knowledge Sharing & Adaptive Management
- In collaboration with the SBCC Advisor GESI officer and Water and Sanitation Engineer and the woreda Cluster coordinators capture case studies success stories and best practices to inform future projects and policy development.
- Facilitate learning sessions with project teams and stakeholders to ensure continuous adaptation and improvement of strategies.
- Ensure feedback mechanisms are in place to integrate stakeholder input into project design and execution.
Compliance Quality Assurance & Ethical Standards
- Ensure that all MEL activities comply with ethical standards data protection regulations and donor requirements.
- Regularly review and update MEL tools and methodologies to maintain relevance and accuracy.
- Conduct field visits to validate data and assess MEL system implementation.
- Manage the corporate-level results database consolidating program impact data for internal and external reporting.
Knowledge Development:
- Contributes to internal and external knowledge development
- ensures lessons learned are shared and applied in daily practice Initiates/ coordinates the review process and evaluation of advisory services in order to collect lessons learned proposes corrective measures and ensures identification of follow up assignments.
- Participates in knowledge development/expertise groups and in internal and external networks.
Positioning:
- Identifies and analyses market opportunities and threats and ensures relevant colleagues are informed.
- Actively participates in strategic positioning meetings and acts as a knowledgeable face of the SNV organisation to the client. Analyses understands and develops (local) networks with relevant stakeholders identifies new clients.
Business Development:
- Builds maintains and utilises relationships with relevant stakeholders represents SNV and identifies opportunities for Business Development policies and procedures.
- Initiates assignments on a local/(sub)national level supports proposals and develops technical processes during the inception phase of projects.
Qualifications :
- Bachelors degree in Economics Statistics or related fields.
- At least 4 years of experience in in Monitoring Evaluation and Learning in the WASH sector.
- Fluency in local language of the project implementation area and English languages as a working language of SNV.
- Excellent facilitation and communication skills.
- Proven experience in undertaking activities aimed at Capacity Building of community and government staff and institutions.
- Demonstrated organizational skills and a strong track record in meeting deliverables and donor deadlines.
- Strong data analysis and reporting skills.
- Competent and motivated commercial drive and quality orientation.
- Ability to work independently and under stressful conditions.
- Team player and able and willing to perform tasks to make the project successful.
- Willing to frequently travel to the project woredas and kebele.
Additionally:
- Training on Monitoring and results measurement data collection and aggregation and very good computer literacy are preferred.
