JOB TITLE: Programme Policy Officer (Operational Information Management)

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Regional Bureau for Asia and the Pacific requires the services of a consultant to support the
Reports and Knowledge Management (KM) Team under the Programme Unit in carrying out the following work and reporting to the Programme Policy Officer/team lead for Programme Cycle Management and Operational Information Management (OIM).

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Set-up expand and maintain existing regional knowledge management platforms that visualize and collate WFP evidence.
  • Identify gaps and challenges in existing KM systems and devise solutions.
  • Roll out implementation of the Programme Units evidence and knowledge management workplan. To this aim strategically identify gaps and solutions for regional bureau teams and country offices.
  • Design develop and manage priority activities identified to strengthen knowledge management and sharing consistent with WFPs corporate Knowledge Management Strategy.
  • Collaborate cross-functionally supporting performance of activities and ensuring an aligned and consistent approach to knowledge management.
  • Support the network of KM focal points in identifying existing content creating new content reviewing it for relevance and correctness and uploading and updating it onto WFPs KM platform.
  • Provide in-house support for the design and editing of both static and interactive evidence products with a particular focus on an external audience.
  • Manage the review publication and technical support for drafting of regular operational information management products such as Country Briefs Situation Reports Dashboards or Topic Briefs in line with established review and approval workflows. Provide leadership to improve practices and procedures for operational information management across the region.
  • Prepare operational information management products in emergency contexts such as regional situation reports or operational snapshots and design non-standard evidence products tailored to particular audiences.
  • Conduct analysis of specific thematic areas of the programme portfolio and support the publication and dissemination of analysis lessons learned and good practices.
  • Contribute to the development or editing of funding proposals as required by providing relevant and up-to-date data points on WFP operations within the region.
  • Manage the development of end-to-end processes in the creation of publication-ready reports and advocacy tools.
  • Progressively develop the skillset to support interactive data analysis and visualization products (e.g. story maps and other products that expand upon the existing toolbox of products). Provide technical or advisory support to country office and regional bureau colleagues on reporting mapping evidence generation publications data analysis design and visualization as well as systems and solutions facilitating information and knowledge management.
  • Manage the onboarding of new Reports/OIM Officers in the region and prepare/facilitate reporting and OIM trainings.
  • Manage the coordination of the preparation of Annual Country Reports including a series of orientation trainings for the WFP Country Offices that make up the Asia and the Pacific region. To this aim liaise with WFP Country Offices Regional Bureau and Headquarters colleagues to organize the timely drafting technical review and approval process of the reports. Help ensure high quality by performing adequate quality control of the narrative and data. Provide guidance and support to Country Offices and technical reviewers edit and proofread reports and promote their dissemination. Ensure coherence and consistency across the reports and follow up on common issues.
  • Perform other reporting- or operational information and knowledge management-related duties as needed.


QUALIFICATIONS & DESIRED EXPERIENCE:
Education:

  • Masters degree in communication international relations political science economics or related field.

Experience:

  • At least six years of experience in reporting research operational analysis communications information management and applied research in the international development and humanitarian assistance contexts.

Knowledge & Skills:

  • Solid analytical and written and verbal communications skills.
  • Proficiency in MS Office as well as other programs beyond the standard Office Suite (e.g. Adobe software).
  • Proven analytical writing design and information synthesis and communication skills including in the production of products for external audiences.
  • Knowledge of UN system policies and functions and unique WFP information/knowledge management tools (e.g. country briefs and situational reports).
  • Progressive attitude to build knowledge around data analysis and visualization tools (e.g. Tableau PowerBI R Python ArcGIS etc..).
  • The ability to effectively liaise with regional bureau colleagues country offices other regional bureaus and headquarters is essential.

Language:

  • Strong written and oral English skills (proficiency/level C) working knowledge in a second UN language desirable.
