JOB TITLE: Regional Targeting and Analysis Officer (focus: Regional Crises)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Corporate Attention crises of Afghanistan Myanmar and neighboring Coxs Bazar/Bangladesh are all impacted by political and security fragility dynamic borders (which impact markets financial flows and large scale population movements) and declining funding which necessitate sizeable prioritization exercises with high risk of contributing to protection crises and localized famine-like food insecurity and malnutrition contexts. As humanitarian resources become exceedingly stretched there is immediate pressure on country offices to conduct sophisticated targeting and prioritization exercises and to effectively monitor the impacts that such processes have on household and community coping on social cohesion and protection and on push/pull factors which drive population movements and impact remittance flows which cut across borders.
The Regional Targeting and Analysis Officer will directly support a time-bound regional project funded by humanitarian donor close coordination with outposted EPR VAM and nutrition functions the Officer will directly support Regional and Country Offices to better design monitor impacts and document targeting and prioritization decision-making in key Corporate Attention crises in the region and to share learning across countries. Delivered as a regional support the function will ensure the necessary linkages across countries to support WFP to monitor / anticipate spillover impacts that actions in one country could have across borders. The role will directly support the RDs MAF obligation to enable WFP crisis response and support regional crisis coordination and advocacy. Complementing support and oversight function provided by the GHQ VAM team it will also contribute to the global assurance obligation to ensure robust targeting.
DUTIES AND RESPONSIBILITIES:
The Regional Targeting and Analysis Officer will work in close collaboration with the RDO Cross-functional coordination team VAM and Programme (EPR Nutrition) at regional and country office levels and other external stakeholders including key government counterparts and be responsible for the following activities:
Coordinate and support technical documents including but not limited to operational targeting and prioritization briefs and technical notes including to support RDO advocacy on crises.
Provide strategic and operational targeting support to priority operations including but not limited to:
o establishing targeting and prioritization strategies on basis of e.g. the operational and political context programme objectives data availability humanitarian access etc.
o conducting advanced statistical geospatial and other relevant forms of analysis to enhance geographic and household level targeting including the validation of different targeting methods and approaches.
o improving protection conflict and climate sensitivity in WFP targeting
o developing methodologies for high quality and peoplecentred targeting approaches
including participatory qualitative data collection; and
o establishing systems for regular monitoring of processes and outcomes for assisted and
nonassisted populations to refine targeting and prioritization decisions.
Lead/support targetingrelated research and innovation efforts for the advancement of
targeting processes and methods including in areas of social cohesion and drivers of
population movement linked to the objective of the Regional Trust Fund.
Ensure that research findings operational best practices and lessons learned are documented in a manner that allows for translation into advocacy operational guidance and tools and learning materials.
Support COs VAM efforts to implement corporate data standardization as relevant to targeting.
Produce learning materials and facilitate of targetingrelated capacity strengthening workshops webinars and other means of learning.
Through desk reviews remote and on-site missions support the generation and compilation of operational lessons learned and policy-level recommendations and provide feedback to GHQ.
Support the roll-out and continuous refinement of corporate targeting guidance providing actionable technical advice on targeting covering the broad range of WFP programmatic areas.
The Regional Targeting and Analysis Officer is expected to be mobile with a strong CO focus this may require frequent missions and/or TDYs.

Experience from policymaking processes in targeting-related areas of the humanitarian sector
Background in technical targeting advisory role for humanitarian programme design
Experience in the development or analysis of innovative contextually relevant metrics including around social dynamics like cohesion for predictive modeling
Strong skills in one or more statistical software (SPSS Stata R etc.) required and background in advanced statistical analysis for targeting is desired
Experience in planning conducting and overseeing participatory qualitative data collection methods including through Focus Group Discussions key Informant Interviews etc.
Experience working in dynamic and innovative environments
Ability to work independently interacting with a diverse set of internal and external stakeholders;
Willingness to travel to hardship duty stations as allowed and required; and
Competencies: Cognitive Capacity Teamwork Action Management Innovation Partnerships Client Orientation
Languages:
Strong written and oral English skills (proficiency/level C) working knowledge in a second UN language is an advantage.
