The Manager System Insights will lead Sercos labour market and economic data and insights strategy to support the performance and growth of Sercos Human Services portfolio.

The Opportunity: As Sercos employment services portfolio continues to grow we intend to hire an experienced and accomplished Manager to develop and leverage our labour market and economic data assets and partnerships to inform strategy labour market planning employer engagement and network intelligence.
The position requires a dynamic thinker who is energized by the opportunity to mobilize data and modelling to drive innovation and growth at Serco.
Primary Duties and Responsibilities:
- Maintain client / user experience data and outcomes analysis and reporting.
- Manage Sercos labour market information data assets licenses vendor relationships and partnerships.
- Support Sercos Employer Engagement strategy by providing insights to support priority sector engagement skills demand forecasting and local employer engagement.
- Maintain supply-side demographic and case-load analytics to support program outcomes and predictive modelling.
- Support Marketing and Communications and Growth teams in the mobilization of key insights to support content development and thought leadership.
- Interact with senior Government and broader Public Sector stakeholders to understand and contribute to policy.
- Interact with employers unions municipalities and other local stakeholders to validate local economic conditions to improve employment initiatives.
- Participate in presentations and public speaking engagements as required.
Business Development
- Periodically by secondment conduct research and business development in new markets.
- Support business development and capture teams in the development of service design and strategy.
- Articulate Sercos past performance and outcomes data.
- Support other Serco Canada contracts and BD staff for rebids or proposal developments when requested.
Qualifications
Competencies
- Proficiency in data analysis tools (e.g. R Python SQL).
- Experience with data visualization tools (e.g. Tableau Power BI).
- Strong understanding of data modeling data architecture and database design.
- Solid knowledge of data management best practices and data governance frameworks.
- Familiarity with data privacy regulations (e.g. GDPR CCPA) and compliance standards.
- Excellent analytical and problem-solving skills.
- Ability to translate complex data into actionable insights.
- Strong project management skills with the ability to manage multiple projects simultaneously.
- Aptitude for collaboration and effective communication with cross-functional teams.
- Strong presentation skills with the ability to convey data insights to non-technical stakeholders.
- Experience with cloud-based data solutions (e.g. AWS Azure Google Cloud Platform).
- Certification in data-related fields (e.g. Certified Analytics Professional Microsoft Certified: Data Analyst Associate) is a plus.
- Strong attention to detail and commitment to data integrity.
- Excellent written and verbal communication skills.
- Ability to work independently and as part of a team.
- Experience with machine learning algorithms and statistical methods is a plus.
Qualifications:
- Demonstrable understanding of the employment education and skills training sectors market opportunities and key organizations across Canada
- Proven business development capture and technical proposal writing experience and results.
- Experience operating in a multi-stakeholder environment.
- Politically incisive in communicating effectively with customers sector stakeholders partners and external bodies as relevant
- Bachelor Degree in Science Technology Business or a related field. Masters Degree preferred.
- Successful track record in developing and maximizing organizational data strategies.
- Thorough understanding of all aspects of operational safety environmental and security/confidentiality issues.
- Must be able to Pass Criminal Record Check (CPIC); Fingerprint Criminal Record Check.
