Job Summary

The Payroll and Benefits Manager is responsible for overseeing all aspects of payroll processing benefits administration and compliance with federal state and local regulations. This role ensures accurate and timely payroll execution manages employee benefits programs and drives process improvements to enhance efficiency and employee experience. The manager supervises the Payroll & Benefits team manages vendor relationships and partners with the Human Capital Management (HCM) team on strategic initiatives. Success in this role requires strong leadership analytical expertise and a deep understanding of regulatory requirements.

Duties/Responsibilities:

Below are the primary duties and essential functions of an employee in this position.   • Lead and manage the Payroll & Benefits team ensuring staff are well-trained supported and compliant with all mandatory training requirements.
  • Oversee recruitment hiring and retention strategies to build a high-performing team.
  • Responsible for performance reviews competency reviews time-off approvals disciplinary actions payroll processes and career development initiatives.
  • Accurately manage and process end-to-end bi-weekly payroll including maintaining the timekeeping system tracking employee leave balances and ensuring correct deductions.
  • Review and approve payroll reports reconciliations and adjustments for accuracy and timeliness.
  • Audit and process annuities and other payroll withholdings ensuring timely and accurate deductions.
  • Prepare and review quarterly tax filings and wage reports to ensure full compliance with federal state and local regulations.
  • Manage payroll tax filings and year-end reporting (W-2 1099) including reconciliation and processing of W-2 forms.
  • File and distribute ACA forms (1094-C and 1095-C).
  • Stay current with federal state and local tax laws to maintain compliance and ensure compliance.
  • Administer employee benefits programs including retirement plans health coverage (medical dental vision) life insurance disability programs and wellness initiatives.
  • Lead annual open enrollment and effectively communicate benefit programs to employees.
  • Maintain the benefits system and electronic communications with carriers.
  • Reconcile and approve monthly benefit invoices.
  • Analyze benefits utilization and recommend enhancements to improve employee experience and cost efficiency.
  • Ensure compliance with ERISA ACA COBRA HIPAA and other applicable regulations.
  • Evaluate and benchmark company benefits against industry standards; provide recommendations to management.
  • Implement process improvements and ensure system integrity.
  • Develop and maintain policies and procedures to ensure efficiency and regulatory compliance.
  • Other duties as assigned.

Required Skills/Abilities:

  • Expertise in payroll processing tax compliance and benefits administration.
  • Deep understanding of federal and state regulations including FLSA ERISA ACA COBRA and HIPAA.
  • Advanced analytical and problem-solving abilities for auditing and process improvement.
  • Proficiency in HRIS payroll systems and Microsoft Excel for data management and reporting.
  • Exceptional organizational skills with the ability to manage multiple priorities and meet deadlines.
  • Creative approach to developing solutions and improving processes while maintaining compliance.
  • Excellent communication skills to effectively engage inform and build trust with staff at all levels.

Required Qualifications:

  • Education: High School Diploma or GED required. Bachelors degree in Human Resources Accounting Finance or related field preferred.
  • Experience: Requires three (3) years of Payroll and Benefits Administration experience. Prefer one (1) year of previous Management experience.
  • Certificate or Professional License: Payroll Certification preferred.
  • Valid drivers license and active auto insurance coverage.
  • Satisfactory results from criminal and driving record background checks
