JOB TITLE: Lead Payroll Specialist
LOCATION: District Office Business Services Department
HOURS: 8 Hours Per Day (7:30am 4:00pm)
DAYS: 260 Days Per Year (July through June) Prorated based on start date
SALARY:$30.74 - 36.59 Per Hour (2024 - 2025 rate)
(Salary negotiationspending projected to be 4% above 2024-25 rate)

JOB PURPOSE STATEMENT(S):
The position of Payroll Specialist provides processing under supervision the Districts entire payroll including preparation of paychecks direct deposits payroll liability payments and required quarterly and annual reports; assuring the accuracy and compliance of reports/time sheets/spreadsheets; assuring accurate program and fund distribution; and providing Federal State and District personnel with requested information necessary for providing timely and accurate payment of District employees. The position also requires the handling of confidential information related to employee actions labor relations labor negotiations and financial impacts of employment agreements.
Essential Job Functions:
- Process and maintain confidential employee information including salary adjustments reclassifications leaves and other personnel actions to ensure accuracy and compliance with District policies and labor agreements.
- Advise administrators on the financial impact of proposed and approved contract language and assist in preparing financial forecasts and projections related to bargained language or staffing changes.
- Provide confidential support to Human Resources and Business Services in the preparation analysis and implementation of sensitive personnel and financial matters.
- Process payroll information (e.g. time sheets account numbers employee benefits withholding information balance and processing payroll support orders garnishments etc.) for the purpose of maintaining information and/or authorizing timely payment.
- Reconcile reports and account balances (e.g. payroll liabilities etc.) for quarterly and annual reporting to maintain accurate balances and distribution of funds.
- Prepare various reports (e.g. quarterly and annual tax reporting to governmental agencies district payroll reports etc.) for the purpose of providing written support and/or conveying information.
- Monitor employee status (e.g. leaves Oregon PML FMLA/OFLA work location time worked approvals etc.) to ensure accurate distribution of funds and payroll.
- Maintain various payroll information (e.g. payroll calendars timelines tax tables pay rates positions insurance leave records FMLA/OFLA etc.) for the purpose of providing an up-to-date reference and audit trail for compliance.
- Assist employees by providing requested information regarding payroll procedures.
Read understand and comply with employment agreements FMLA/OFLA requirements Oregon labor laws and regulations pay rate schedules garnishment requirements and other payroll-related documents. - Perform workers compensation reporting mandatory vacation recording unemployment notifications and quarterly and annual reports for associations.
Other Job Functions:
- Assist other personnel as may be required to support them in the completion of their work activities.
- Inform supervisor or designee regarding various procedures and program requirements for the purpose of providing necessary information for decision-making appropriate action and/or compliance with established fiscal guidelines.
- Perform other duties as assigned.
Job Requirements Qualifications:
- Experience Preferred:
Three years of responsible payroll experience. Additional specialized training in accounting and computer technology is desirable.
- Skills Knowledge and/or Abilities Required:
- Skill in the use of 10-key Word Excel and other typical office computer applications.
- Proficient use of English in both written and verbal form including correct spelling grammar and punctuation.
- Ability to perform basic arithmetic calculations accurately.
- Ability to use Infinite Visions or learn this accounting program.
- Ability to create and maintain organized physical workflow and electronic filing systems.
- Experience with a full-cycle payroll system preferred.
- Knowledge of accounting principles payroll laws codes and regulations.
- Ability to sit for prolonged periods use a computer and keyboard for extended periods work under supervision accurately and with attention to detail and understand and carry out oral and written instructions.
- Significant physical abilities include reaching/handling/fingering talking/hearing conversations and near visual acuity/visual accommodation.
- Ability to establish and maintain cooperative relationships with others and maintain strict confidentiality at all times.
- The ability to speak a second language is preferred.
- Education Required:
High school diploma or equivalent. Associates Degree preferred.
- Licenses Bonding and/or Testing Required: Criminal Justice Fingerprint Clearance (applicant agrees to assume cost upon offer of employment).
Terms of Employment: Salary and work year to be established by the Board.
Evaluation: Performance of this job will be evaluated annually in accordance with provisions of the Boards Policy on Evaluation of Support Staff Personnel.
