Job Summary:

Assists with para-professional administrative oversight and casework activities for the Mental Health Transitional Living (MHTL) Supervised Residence and Mental Health (MH) Crisis Respite Bed. Provides supervisory oversight to the MHTL Senior Advocates and Advocates for both programs (MHTL Supervised Residence and MHTL Crisis Respite Bed). Provides oversight to consumers who carry a Severe Mental Health Diagnosis (SMI) often coupled with co-existing diagnosis (SUD DD) seeking recovery. Consumers may have high medical risk substance use overdose potential and/or high risk behaviors. Carries out all duties according to agency and program policies and procedures NYS Office of Mental Health (OMH) regulations and NYS Office of the Medicaid Inspector General (OMIG) protocols.

Job Duties and Responsibilities:

Supervisory:

  • Oversees the day-to-day operations of the MHTL Supervised Residence activities and services.
  • Act as a Qualified Mental Health Staff (QMHS) oversees and provides rehabilitative services to residents in compliance with NYS OMH regulations and OMIG protocols.
  • Engages in crisis intervention and conflict resolution as needed and provides core services to residents.
  • Provides emergency supportive and crisis counselling to individuals who are potentially a high medical risk overdose risk or that may make personal choices that that can lead to legal matters and put others health and safety at risk.
  • Oversees staffing patterns to ensure cost efficient staffing and adequate coverage for the 24-hour residence. Arranges staff schedule and floor/office schedule.
  • Manages day-to-day operation and upkeep of the MHTL facility; ensures a safe home-like environment.
  • Ensures a safe and sanitary environment for consumers; reviews/follows-up on maintenance checklists and maintenance work orders.
  • Provides guidance and direction to consumers and direct care staff in proper home upkeep food and medication storage ensures laundering of clothes towels and bedding.
  • Ensures compliance with fire safety requirements including fire drills fire system QA and functionality per program agency policy and procedure.
  • Provides full direct supervision to MHTL Senior Advocate & Advocates.
  • Supervises evaluates and oversees the work of the MHTL staff; addresses all staffing issues.
  • Completes interviewing recommendations for hire disciplinary actions and other HR matters for assigned staff. Assists Program Coordinator with staff recruitment and retention efforts. Completes staff appraisals in a fair and timely manner.
  • Ensures all new and long-term staff receive thorough and consistent site-specific program orientation; ensures staff participation in annual required trainings encourages additional trainings as needed in relevant areas to facilitate staff growth (including but not limited to CPR & First Aid NARCAN Diversity Psychotropic medications in-services solutions CAPTAIN Ultipro) responsible for staff development.
  • Ensures all assigned staff successfully complete required annual training timely and other trainings as needed maintains a staff personnel file onsite with records of trainings qualifications and other agency requirements for employment.
  • Reviews and submits staff leave requests and timesheets utilizing Ultipro.
  • Oversees management and auditing of petty cash grocery allowance client personal needs allowance (PNA) and Fee for Service payments in accordance with agency policy and procedure.
  • Assists with collection of client revenues.
  • Acts as a liaison between MH Services Coordinator and the MHTL Direct Care Staff.
  • Works with Program Coordinator to maintain program expenditures within budgetary constraints.
  • Coordinates intake/discharge activities as recommended by Program Coordinator. Including but limited to intakes (requires region wide travel) admissions transitions and discharges.
  • Recruits referrals for program openings and maintains waiting list.
  • Ensures a safe and sanitary environment for consumers; reviews/follows-up on maintenance checklists and maintenance work orders.
  • Completes accurate documentation and timely paperwork including but not limited to admission notes billing incident reports contact notes hospitalization notes.
  • Supervises the development and implementation of individual service plans for residents and oversees the maintenance of progress notes and resident records. Provides guidance to staff in developing service plans and rehabilitative services provided.
  • Supervises the provision of rehabilitative services to residents; and processes (reviews for adherence with OMIG regulation signs billing ledger and each billing note) Medicaid billing claim forms.
  • On a Quarterly basis supervises the development of individual action plans (IAPs) individual action plan reviews (IAPR) and Functional Assessments (FA) ensures adherence to OMIG regulations and timeliness.
  • Oversees medication administration documentation med count and refills; follows through on physician medication orders. Ensures staffs adherence to medication policy and procedure including controlled medication daily QA and medication destructions in a timely fashion.
  • Ensures incidents are documented and reported in accordance with OMH/Justice Center standards and Agency policy and procedure.
  • Ensures medical dental social recreational and transportation services for residents makes necessary recommendations to ensure adequate medical dental and emotional health to address potential increase of symptoms and medical risks.
  • Maintains ongoing communication with MH Services Program Coordinator.
  • Provides satisfactory exchange of information among staff to ensure adequate services.
  • Facilitates regular staff meetings and trainings; attends required trainings and conferences for skill enhancement.
  • Ensures prompt and accurate data input into CAIRS NIMRS PrecisionCare Initial Contact and Intake data into agency database CAPTAIN. Runs reports timely to ensure accurate data input by staff.
  • Compiles quarterly logic and monthly statistical data.
  • Works cooperatively with other agency and community providers.
  • Maintains confidentiality of all consumer and site information.
  • Share on-call responsibility with other MHTL staff on a rotating basis.
  • Coordinates and facilitates supervision meetings with direct care staff on a monthly basis.
  • Patriciates in supervision meetings with MH Coordinator at a minimum of 1 per month.
  • Actively participate in monthly Behavioral Health meeting Admission/Discharge Committee and Suicide Prevention Committee (on a rotating basis)

Job Requirements:

  • Must have knowledge of and the ability to relate to the mentally impaired population implement principles of normalization philosophies and techniques of programming.
  • Must have ability to relate to special populations and individuals with multiple life difficulties.
  • Must have ability to relate in a warm non-judgemental manner and be a good role model to clients.
  • Must be willing to actively participate in activities with clients.
  • Must be flexible organized and resourceful and use good judgement in dealing with all situations and circumstances.
  • Must be able to establish/maintain/exhibit professionalism with consumer employees supervisor and service providers.
  • Must possess good communication skills and be able to follow complex oral and written direction.
  • Must be able to relate to residents in a warm non-judgmental manner and be a good role model to clients and staff.
  • Must be able to work a flexible schedule to meet the needs of tenants and program; must shares 24 hour on call coverage with supervisory staff.
  • Must attend required training and staff meetings as requested.
  • Must have the ability to be flexible with work schedule to cover occasional holidays weekends evenings or an extended shift
  • Must have acceptable physical and mental health to carry out duties and responsibilities of the position: able to climb stairs lift 25 lbs able and willing to assist with moving consumers in and out.
  • Must possess a valid NYS Drivers License with a good driving record within Agency policy and have access to a reliable properly insured vehicle for travel and transport of clients.

Minimum Qualifications:

  • Bachelors Degree in Behavioral Sciences and two to three years related experience one of which must be in a supervisory capacity; OR
  • Associates Degree in Human Service field and three to five years experience with at least one year of supervisory; OR
  • Any acceptable combination of experience education and training.
