Job Summary

The Emergency Medical Services (EMS) Administration Manager oversees all aspects relating to the fire departments EMS program. This position performs individually and/or as a member of a team and participates in activities in the following areas: performs a variety of staff functions in planning organizing coordinating monitoring and evaluating all technical and administrative aspects of the EMS program; designs implements and monitors the Fire Departments EMS Certification and Training program and will develop and maintain a comprehensive Continuous Quality Improvement (CQI) program; and coordinates assigned activities with Pueblo West Metropolitan District departments and outside agencies. Serves as the department Infection Control and Health and Safety Officer.

The following is a general list of major duties and responsibilities of this position and is not meant to be all-inclusive. Other duties and responsibilities may be assigned and shall be consistent with the overall goals and objectives of the Fire Department:

  • Reviews and manages the activities of the Departments EMS Program insuring medical services are being delivered to recognized standards and to current protocols.
  • Audits and critiques medical reports are completed for quality and adherence to appropriate protocols.
  • Attends internal and external meetings as scheduled and assigned provides information and advice regarding Departments EMS activities.
  • Coordinates EMS activities within the department and other departments and agencies.
  • Provides information and assistance to facilitate delivery of quality EMS services.
  • Facilitates proper documentation with state mandated recorded keeping.
  • Teaches and or coordinates continuing medical education classes for all personnel.
  • Develops lesson plans. Evaluates observes and assists with medical education training and related activities. Assures quality training is being accomplished.
  • Works directly with Department Physician Medical Director to promote the advancement of quality medical care.
  • Evaluates the medical education proficiency and work performance of assigned personnel through periodic testing.
  • Assist the Assistant Chiefs in research of EMS problems. Assesses problem areas and takes appropriate actions to research and report any resolutions.
  • Research and resolves public complaints and/or questions regarding EMS activities. Reports such complaints to the Assistant Chief.
  • Maintains EMS training and certification records for all personnel.
  • Meets reporting requirements of the State of Colorado.
  • Identifies any training needs for assigned personnel and coordinates the completion of training.
  • Serves as the Departments Infection Control Officer as required by the Occupational Safety and Health Administration and Ryan White Act.
  • Coordinates annual wellness programs and physicals where appropriate.
  • Develops and coordinates Departments operational directives for EMS activities.
  • Serves as a liaison with other EMS coordinators of local and regional fire departments and ambulance companies.
  • Responds to emergency medical calls for service when requested providing additional assistance during multiple call volume fires mass casualty incidents or assignments by a chief officer.
  • Establish and maintain effective working relationships through oral and written communications with customers.
  • Operates a computer terminal with assigned software to prepare monitor or review correspondence records and reports.
  • Observes follows and ensures compliance with established policies and procedures regulations and guidelines outlined in local county and state documents adopted for best practices and continuity of care practices.
  • Coordinates Departments Field Instructor Program.
  • Facilitate EMS committees both internal and external benefiting the department and our proactive stance in the EMS community.

Other Duties

  • Coordinates with the Captain assigned procurement of EMS equipment and supplies and reviews medical inventories for all field units. As needed assists with purchases of medical equipment and supplies.
  • Provides information for the annual operating budget to include medical training medical equipment and supplies.
  • Research and resolves public complaints and/or questions regarding EMS activities. Reports such complaints to the appropriate Assistant Fire Chief and Deputy Chief.
  • Identifies any training needed for assigned personnel and coordinates the completion of training.
  • Has the role as the Infection Control Officer for the department.
  • Works closely with the Community Risk Reduction Program Manager.
  • Be advocates promoting health and safety in the workplace.

Supervisory Responsibilities

  • Develops and maintains training programs for staff to ensure employee development growth and engagement.
  • Coordinate investigations of EMS related complaints and unusual occurrences; audits patient care records.
  • Demonstrates a respectful attitude toward customers co-workers elected officials and supervisors that promotes teamwork open communication and effective customer service.

Knowledge

  • Knowledge of the incident command system.
  • Fire Department organizational structure and processes.
  • Understands the principals and practices of EMS administration program development and evaluation including all aspects of EMS administration.
  • Principles and techniques of management necessary to plan organize direct manage and evaluate firefighters and the functions of our EMS program.
  • Maintain awareness and knowledge of fire department Professional Standards Manual and Metro District Personnel Policy and Procedures.
  • Knowledge of local state and federal laws regulations and ordinances including state and OSHA requirements for blood borne pathogens.

Skills

  • Must have the ability to exercise independent judgment and maintain emotional stability in stressful situations.
  • Use of a keyboard and utilize fire department and district computer software.
  • Work as part of a team with the general public to positively promote the mission and core values of the fire department and Metro District.
  • Write and speak clearly and concisely.
  • Establish and maintain harmonious and effective working relationships with a variety of people that include command staff district management employees outside agencies and the general public.

Qualifications

Required Education/Certifications Required

  • Associates or bachelors degree in Emergency Medical Services Fire Science Fire Protection and Safety or a related field is preferred.
  • National Registry or State of Colorado Paramedic or above Certification.
  • Current Professional Healthcare Provider CPR and instructor.
  • Must have and maintain a valid Colorado class R drivers license.
  • American Heart Association (AHA) Instructor in Advanced Life Support (ALS) Pediatric Advanced Life Support (PALS)

Preferred Education and Experience

  • Advanced Trauma Life Support (ATLS)
  • Advanced Stroke Life Support (ASLS)
  • Current or previous Fire Service experience a plus.
  • Knowledge of hazardous materials wildland fires and rescue operations a plus.
  • Completion of NIMS 100 700 and above preferred.

Position Type/Expected Hours of Work

  • This is a full-time position. Monday thru Friday with occasional night weekends and holiday work may be required.

  • Must provide own safety footwear.

  • Must be able to reason and react quickly and calmly in emergency situations or incidents involving personal danger emotional challenges and unusual conditions. Must possess the ability to exercise independent judgment and maintain emotional stability during stressful situations.
  • This is a safety sensitive position and subject to random drug and alcohol screening.

Physical Demands

  • Maintain physical ability and stamina to meet position tasks and responsibilities. Physical abilities must be commensurate with the essential functions of the position.
  • Dual vision is required:20/20 minimum natural or corrected in both eyes and have minimum peripheral vision of 700 in both eyes. Frequently uses peripheral vision to observe and monitor conditions such as equipment fire weather conditions as well as drive motor is required to differentiate shapes distances and sizes of objects people and animals.
  • Repeated bending crouching sitting standing stooping walking heavy lifting and/or climbing.
  • Twisting/Turningat the waist and neck.
  • Performs medium to heavy work that involves walking standing stooping lifting digging pushing and raising objects and also involves exerting between 20 to 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.
  • Frequent use of keyboard devices.

Unusual Demands

  • Work is subject to stressful situations and demanding duties; public interactions; the ability to work at any time required. Position is subject to being on call and is subject to work hazards and in unpleasant conditions.
