Reporting to the Director Safety - Operations & Safety (GO & UP) our Safety Office is looking for a Manager OnCorr Construction Safety to manage the Capital Projects Group (CPG) construction health and safety program and exercise accountability for the safe delivery of capital infrastructure projects throughout the planning procurement construction and commissioning phases.
What will I be doing
- Manage the planning and delivery of the Construction Health and Safety Program within the delivery structure (Delivery Unit) and the execution of construction health and safety plans to affect safe worksites and protect Metrolinxs reputational liability within a matrix-oriented environment.
- Lead a team conducting oversight on construction activities to ensure compliance with contractual and regulatory requirements internal safety standards (e.g. GEI RZGZ) and contractor safety plans.
- Working with Capital Projects Groups (CPG) construction health and safety team to ensure the safe delivery of capital infrastructure projects across planning procurement construction and commissioning phases.
- Develop foster and maintain relationships with stakeholders to ensure the effective incorporation of construction safety requirements aligning with Metrolinxs objectives and commitments to safety performance.
- Provides strategic advice briefings and expertise on delivery stream health and safety plans to support Metrolinx executive strategic business and operational decision making.
- Provide overall direction to Senior Construction Safety Officers (SCSOs) in their interactions with contractors and consultants ensuring compliance with relevant legislation directives policies and standards.
- Leads and oversees construction safety assurance activities and overlaps and the effective execution of all health and safety programs and procedures.
- Provide leadership in safety assurance audit functions and compliance monitoring while offering strategic advice expertise and recommendations on health and safety programs and policies to support executive decision-making and drive continuous improvements advancing the organizations safety culture and management practices.
- Directly manages up to six (6) employees in project teams in the delivery of their responsibilities to champion health and safety on Metrolinx construction project sites.
Unusual Working Conditions
- Work a standard 36.25-hour work week within a mixed field/office environment.
- Occasionally required to work nights and weekends.
- Frequently required to visit construction sites with potential exposure to controlled hazards (train movements designated substances fumes and flammable / combustible agents).
What Skills and Qualifications Do I Need
- Completion of a degree in safety management health / hygiene engineering architecture or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated experience related to capital/infrastructure construction site logistics and holding the legal responsibility for the health and welfare of others.
- Canadian Registered Safety Professional (CRSP) Certified Safety Professional (CSP) or Construction Health and Safety Technician (CHST) designation is an asset.
- Must be able to obtain qualifications in Canadian Rail Operating Rules (CROR).
- Professional Engineer (P. Eng.) or Certified Engineering Technologies (C.E.T.) designation is an asset.
- A valid Ontario Class G drivers license is requiredto travel to various site locations meetings operational facilities meet and maintain the corporate standard for a good driving record.
- Knowledge of transit infrastructure and related construction projects; knowledge of Canadian Rail Operating Rules (CROR) and Transport Canada Safety Rules (TCSR);
- Knowledge of Contract Law and standard contract forms (CCDC) to collaborate on the inclusion of safety related terms in contracts is an asset
- Knowledge of transit operations property management and facility operations to identify and mitigate potential safety risks and disruptions to operations.
- Leadership skills and ability to coach mentor and manage a team of construction safety professionals.
- Relationship management partnership building collaboration skills to work effectively and collaboratively with various internal/external stakeholders and functional groups in a matrix-oriented environment to gain cooperation from and influence groups/teams in the achievement of business goals/objectives.
- Interpersonal and oral/written/presentation skills to liaise with all levels within the organization and on construction sites; to work effectively with specialists across multiple sectors; to prepare project correspondence technical reports briefing documents and policy/procedure recommendations.
