Description

The Chief Clinical Services Officer (CCSO) provides executive-level administrative oversight for all direct services within Outside In. Reporting to the CEO with close collaboration with the DCEO the CCSO ensures that all medical behavioral health pharmacy and substance use services including peer support and drug and alcohol counseling are delivered in alignment with Outside Ins mission strategic plan compliance standards accreditation requirements and FQHC standards.

The CCSO partners with the Medical Director Behavioral Health Director Pharmacy Director and other clinical leaders to ensure high-quality integrated and compliant care. This role focuses on advancing patient-centered responsive and data-driven clinical practices that support health equity and improve outcomes for diverse populations.

Essential Duties

Planning and Strategic Leadership

  • Provide strategic and administrative leadership for all clinical service lines across the organization.

  • Direct the planning program design and operation of Outside Ins Integrated Primary Care Clinic Behavioral Health Pharmacy and Substance Use programs.

  • Align clinical operations with HRSA PCPCH FTCA regulatory compliance accreditation requirements state and federal requirements.

  • Develop and monitor long and short-term clinical plans adapting as community needs and regulations evolve.

  • Facilitate data utilization aimed at meeting goals for participant access integration provider productivity and clinical outcomes.

Program Oversight

  • Provide direct administrative oversight and support to all clinical services and quality patient care including but not limited to:

    • Medical Director

    • Behavioral Health Director

    • Pharmacy Director

    • Substance Use Services leadership (including Peer Support and Drug & Alcohol Counseling)

  • Evaluate and ensure collaboration among all clinical programs to promote holistic integrated care.

  • Lead the adoption and monitoring of key performance metrics and quality improvement initiatives.

Staff Engagement & Collaboration

  • Lead mentor and supervise assigned staff and clinical leaders ensuring engagement and accountability to organizational goals.

  • Support leadership development through regular meetings performance standards and improvement work plans.

  • Build a culture of collaboration team building and interdisciplinary practice across clinical areas.

  • Partner with HR to recruit retain and develop diverse clinical staff.

  • Articulate and champion a clear inspiring vision for organizational transformation aligning all change efforts with Outside Ins long-term strategic objectives.

Fiscal Oversight

  • Oversee and regularly monitor the fiscal performance of all clinical programs.

  • Administer and monitor department annual operational budgets and grant/contract-funded program budgets.

  • Approve monthly financial reports as well as purchases and ensure fiscal sustainability of third-party and client revenues.

  • Collaborate with fiscal leadership to plan for financial sustainability and growth.

Board & Leadership Support

  • Provide clinical services updates and reports to the DCEO CEO and Board of Directors.

  • Represent clinical operations in Senior Management Team (SMT) meetings and other leadership forums.

  • Support Board discussions and planning related to clinical services.

Community Engagement & Advocacy

  • Participate in regional primary care and clinical networks sharing updates with staff.

  • Advocate for policy changes that improve population health and patient outcomes.

  • Collaborate with community partners and explore new relationships to strengthen service delivery.

Qualifications

Knowledge and Skills

Knowledge

  • Expert knowledge of integrated primary care operations in an FQHC setting.

  • Knowledge of Patient-Centered Medical Home (PCMH) behavioral health substance use treatment and integrated care models.

  • Knowledge of healthcare administration including finance budgeting grants and contracts.

  • Familiarity with quality/process improvement (Lean Six Sigma PDSA etc.).

  • Proficiency in MS Office HIT systems and data reporting tools (EPIC Athena Tableau preferred).

  • Strong working knowledge of federal and state healthcare regulations (HIPAA HRSA FTCA).

  • Expert knowledge of Population Health Management as well as Value Based Programs.

Education and Experience

  • Masters degree or higher in healthcare administration public health nursing social work counseling pharmacy medicine or related field; required.

  • One (1) year of direct patient care; required.

  • At least seven (7) years of progressive leadership experience in healthcare with four (4) years at the director level or higher.

  • Five (5) years of experience in direct clinical service administration of healthcare programs.

  • Five (5) years of experience supervising staff.

  • Experience in FQHC settings.

  • Experience with 340B pharmacy operations; preferred.

  • Bilingual English/Spanish strongly preferred.

Working Conditions

This job is located in a standard medical office environment with hybrid remote work options. On-site presence required with occasional evening or weekend commitments. Limited exposure to outdoor weather while traveling between sites.

Physical Requirements

While performing the duties of this job the employee is regularly required to sit and talk or hear for extended periods. The employee is frequently required to use hands and fingers to type. The employee is occasionally required to stand and walk. Sporadically moves boxes weighing up to 10 pounds.
