About the Role


We are seeking an Alternate Small Business Program Manager (Part-time On Call) to support the Small Business Program Manager and act as a secondary point of contact for all contractual technical and administrative matters supporting the Defense Health Agency (DHA) Office of Small Business Programs (OSBP) Support contract.


The Alternate Small Business Program Manager supports the Small Business Program Manager on an on call as needed basis in providing day-to-day leadership coordination and oversight of project staff and deliverables ensuring all work aligns with the objectives of the DHA OSBP and the Program Management Plan.


This is a hybrid remote position based in Falls Church VA that will require some onsite work and attending meetings at the customers location and other venues in that general geographical area. Some local and/or domestic travel may be required. This position is contingent on contract award.


Responsibilities

  • Support the Small Business Program Manager (SBPM) in leading and managing all programmatic financial and administrative aspects of contract performance for Mentor-Protégé and Small Business Program support tasks.
  • Support the SBPM in coordinating and communicating with government leadership to ensure alignment with mission goals and deliverables.
  • Support the SBPM in developing and maintaining project plans staffing plans performance metrics and reports as required by the PWS.
  • Oversee subcontractor personnel in the absence of the SBPM ensuring quality timeliness and compliance with all task and deliverable requirements.
  • Conduct semiannual performance reviews and support quality control and risk management processes in the absence of the SBPM.
  • Ensure adherence to all federal acquisition regulations DHA security and training requirements and program reporting protocols.
  • Manage program documentation transition activities and staff onboarding/offboarding in the absence of the SBPM.
  • Perform other duties as required.
Requirements


Required Skills and Experience

  • Minimum of five (5) years of experience managing multidisciplinary project teams and federal contracts including subcontractor oversight.
  • Demonstrated understanding of Small Business Programs Mentor-Protégé initiatives and DoD acquisition regulations (FAR/DFARS) a plus.
  • Strong leadership communication and stakeholder management skills.
  • Ability to obtain and maintain Public Trust or equivalent DHA security clearance and customer approval.
  • Must be legally authorized to work in the United States without the need for employer sponsorship now or at any time in the future.

Education and Training

  • Bachelors degree in Business Administration Management or related field; advanced degree preferred.

Physical Requirements

  • Candidates must reside within commuting distance of Falls Church VA.
  • Prolonged periods of sitting at a desk and working on a computer. May need to lift 25 pounds regularly.
