学士号以上関連資格があれば尚可
製造拠点でのHSE経験が5年以上あるかた
マネジメント経験のある方
英語ビジネスレベル日本語ネイティブ以上

求める経験スキル
健康安全環境関連法規や製造業法規の知識
リスク評価問題解決データ分析のスキル
プロジェクト管理と財務知識
リーダーシップとコミュニケーション能力英語含む
人材育成とチームリーダー経験10名以上のマネジメント経験があれば尚可

JOB SUMMARY
Primary Purpose / Regulatory Responsibilities:
Saitama Site Governance Lead reports to Head of Saitama Site. This role drives and implements HSE(Health Safety and Environment) strategic plans and oversee the execution of HSE Activities.
And this role establishes maintains PMO (Project Management Office) governance and oversees the projects for Saitama Site in alignment with Global initiatives.
This role also oversees General Affairs of Saitama Site in close collaborating with UCB Japan.
This position is a member of Site Leadership Team which manages entire operation of Saitama site and creates its future



Major Accountabilities/Responsibilities

1. 1. HSE Program Execution
Develop and execute the HSE program in compliance with UCB-Global procedures guidelines local regulations and ISO requirements.
Lead the organization and management of the HSE committee within the Saitama Factory to ensure effective program execution.
Establish key performance indicators (KPIs) to monitor the overall effectiveness of the HSE program and report on progress.
Oversee the development and implementation of long-term health safety and environmental strategies that align with organizational goals.
2. 2. Regulatory Compliance
Ensure day-to-day operations comply with health safety and environmental regulations.
Formulate and regularly update HSE policies to reflect changes in regulations industry standards and organizational needs.
Liaise with regulatory bodies to ensure compliance and report incidents as required.
Maintain and continually renew certifications for ISO 14001 and ISO 45001.
3. 3. Incident Management
Implement robust measures to prevent incidents and promote a culture of safety.
Lead investigations into safety incidents accidents or near misses to identify root causes and implement corrective actions.
4. 4. Risk Management
Conduct risk assessments and develop strategies to manage and mitigate health safety and environmental risks.
Develop and oversee emergency response plans to effectively address potential crises or disasters.
5. 5. Training and Promotion
Develop and implement comprehensive training programs to enhance employee awareness and adherence to health safety and environmental practices.
Provide leadership and coordination to functional managers to ensure consistent application of HSE policies and procedures across the organization.
Promote a culture of continuous improvement in HSE practices and foster innovation in risk management strategies.
6. 6. Stakeholder Engagement
Engage with internal and external stakeholders including regulatory agencies and community groups to build positive relationships and address HSE-related concerns.
7. 7. Budget Oversight
Manage the budget for HSE initiatives ensuring resources are allocated efficiently and effectively to support HSE objectives.


Project Planning & Management
Plan and organize the site projects portfolio based on the Risk Assessment Asset Management Program and the site strategy.
Build the investment plan based on the site project portfolio with coworking to Local LT and global stakeholders.
Manage the investment of both CAPEX and OPEX include human resource for site projects.
Define project objectives scope and milestones for site projects.
Manage and report on progress of projects using project schedules and tracking tools
Identify and manage risks and issues of projects and implement countermeasures when problems arise
Manage individual projects as a project leader for key projects.
Risk Management
Manage the Risk Assessment process system and mitigation plans.
Cross-Project Coordination
Serve as a liaison among multiple departments (Production Quality Control IT General Affairs etc.) to facilitate alignment of interests and information sharing for key projects.
Introduce global standards and establish best practices in coordination with Global PMOs.
Establishment of Project Tools & Processes
Develop and implement standardized PMO templates and tools
Assist in formulating project management processes and monitor/improve their implementation
Project Governance & Reporting
Provide regular reports to project sponsors (executive management/stakeholders)
Visualize the overall status of the project portfolio and propose optimal resource allocation
Team Development & Support
Plan and conduct PMO knowledge-sharing sessions and training programs
Offer on-the-job training (OJT) and support for junior PMs and team members


1. 1. Administrative Leadership
Oversee the daily operations of the General Affairs department ensuring efficient administrative support across the organization.
Develop and implement administrative policies and procedures to improve operational efficiency.
Manage facility maintenance office supplies and inventory to ensure a well-functioning work environment.
2. 2. Resource Management
Coordinate the allocation and management of resources including space planning asset management and procurement of goods and services.
Negotiate contracts with vendors and service providers to secure cost-effective solutions.
3. 3. Human Resources Support
Collaborate with the Human Resources department to facilitate recruitment onboarding and training programs.
Assist in the development of staff welfare programs and initiatives to enhance employee satisfaction and retention.
4. 4. Financial Oversight
Manage the budget for the General Affairs department including forecasting tracking expenses and reporting.
Ensure financial practices comply with organizational policies and regulatory requirements.
5. 5. Legal and Compliance
Ensure all administrative activities adhere to legal guidelines and company policies.
Coordinate with the Legal department to address any compliance issues or legal concerns.
6. 6. Communication and Coordination
Serve as a point of contact for internal and external communications related to general affairs.
Facilitate effective communication channels within the organization to ensure corporate Objectives vision ambition and culture.
7. 7. Facility Management
Oversee the maintenance and security of the facility ensuring a safe and secure environment for staff and visitors.
Implement sustainability initiatives to promote environmental responsibility within the facility.

Oversee the allocation and utilization of resources to maximize efficiency.
Manage budgets and control costs in line with the financial objectives.

Identify potential risks within their departments and collaborate on developing mitigation strategies.
Ensure that emergency response and crisis management plans are in place and understood by their teams.
6. People Development and Leadership
Foster a culture of leadership and professional development.
Mentor and coach employees providing guidance and support for career progression.
7. Innovation and Improvement
Encourage innovation and the adoption of new technologies or processes to enhance productivity and quality.
Participate in cross-departmental initiatives to improve site operations and drive innovation.
8. Stakeholder Engagement
Engage with internal and external stakeholders to maintain positive relationships and address any concerns.
Represent their departments and the site in external forums and professional associations.
9. Health Safety and Environmental Stewardship
Promote a safe and healthy work environment adhering to environmental policies and regulations.
Lead by example in implementing sustainable practices within their departments.
10. Communication and Collaboration
Ensure clear and effective communication within their departments and across the site.
Collaborate with other department heads to facilitate a cohesive and integrated approach to site management.

Education & Qualifications
Education Level : Bachelors Degree
Experience : More than 5 years of HSE related experience at manufacturing site.

Competencies


Regulatory & Technical Knowledge
Proficient understanding of health safety environmental laws and regulations.
Proficient understanding of relevant laws and regulations for Manufacturing site operations (e.g. Labor Law Firefighting Law)
Proficient Knowledge of safety equipment hazardous materials and safe work practices
Basic understanding of GMP execution in Pharma factory/
Risk Assessment and Data Analysis
Proficient ability to identify evaluate and mitigate risks in the workplace and the tools for risk assessment.
Proficient skills of analyzing safety data to identify trends and areas for improvement
Problem solving
Aptitude for identifying issues and implementing effective solutions/
Professional skills in investigating accidents and incidents to determine root causes and prevent recurrence.

Proficient knowledge and skills in providing safety training and promoting a culture of continuous learning.
