Description / Position Overview

Senior ERP (Enterprise Resource Planning) Systems Analyst
In this position you will develop implement and support integrated ERP systems of a high degree of complexity and scope. You will serve as the functional lead and subject matter expert (SME) supporting one or more modules within thePeopleSoft Human Resources (HCM) application ensuring the Citys HR systems effectively support business needs compliance requirements and operational efficiency.

This position is subject to budget required furloughs to be implemented in the 2026 calendar year and any furloughs subsequently approved.


As a Senior ERP Systems Analyst you will:
  • Serve as the functional SME and advocate for the PeopleSoft Human Resources application supporting modules such as Core HR Position Management Benefits Administration Payroll Time and Labor Base Benefits Manager Self Service Employee Self Service and related HCM functionality.

  • Partner with Human Resources/Payroll and other departmental stakeholders to identify opportunities for process improvement system optimization and improved integration across modules.

  • Manage application security for HR Users Employee Self Service and Manager Self Service.

  • Analyze scope re-engineer and implement business requirements to enhance HR operations; guide design configuration and testing of system solutions.

  • Execute functional or business tasks; coordinate involvement of other team members; maintain issue logs; escalate issues risks and initiatives to management as appropriate.

  • Provide production support and ongoing end-user training including researching and resolving issues coordinating with the technical development team and reviewing documentation provided by Oracle for legal/regulatory updates maintenance packs and upgrades.

  • Evaluate and manage the impact of system changes to ensure continuity between integrated modules such as HR Payroll and Benefits; verify readiness of updates prior to moving to production.

  • Develop business cases and functional design documentation outlining proposed changes rationale and benefits lead testing and implementation of approved system initiatives and enhancements.

  • Lead PeopleSoft HR projects through the full development lifecycle including requirements definition process design configuration testing training validation and post-implementation support.

  • Act as the liaison between HR end-users and the technical support team ensuring business requirements are clearly communicated and technical solutions meet operational needs.

  • Analyze and assess the functional needs of HR divisions and recommend design and implement improved business processes.

  • Prepare reports and data analysis to support decision-making compliance and workforce planning.

  • Effectively communicate with City management HR leadership and end-users to present information respond to inquiries and resolve issues.


We are looking for candidates who demonstrate:
Knowledge of:
  • In-depth functional knowledge of PeopleSoft Human Resources (HCM) modules including Position Management Benefits Administration Payroll Time and Labor.
  • Human Resources functional business processes including employee data management position control compensation benefits and workforce reporting.
  • Integration points between HCM modules and other enterprise systems.
  • Current trends and leading practices in ERP system design HR technology and process automation.
Ability to:
  • Create functional specifications design documents and end-user training materials.
  • Understand the relationships and data flow between PeopleSoft HCM modules.
  • Research and stay current on PeopleSoft updates new functionality and proposed enhancements.
  • Collaborate effectively with technical analysts HR professionals and leadership.
  • Communicate clearly and concisely both verbally and in writing.
  • Work independently and manage multiple priorities in a fast-paced environment.
  • Utilize strong analytical troubleshooting and communication skills to resolve issues.

Minimum Qualifications

  • A bachelors degree from an accredited college or university with major coursework in HR Information Systems Business Administration or a related field.
  • A minimum of five (5) years of progressively responsible experience supporting PeopleSoft 9.2 HCM modules or other large-scale HRIS/ERP systems.
  • Demonstrated expertise in configuring and maintaining modules such as Core HR Position Management Benefits Administration Payroll or Time and Labor.
  • Experience in system upgrades testing end-user training data analysis and PeopleSoft application security.

  • Experience with the use of process mapping tools and swim lane diagramming
  • Experience with relational databases and PeopleSoft table structure
