Under the general direction of the Director Facilities Planning Construction & Sustainability assists in the planning development and management of new and existing physical facilities; manages new construction remodeling renovations and professional staff in accordance with construction documents. Acts as department head in the Directors absence. Work is generally diversified requiring judgment analysis and decision making according to established practices procedures and building codes. Ensures that compliance with state and federal regulations and engineering and construction codes are followed.

Characteristic Duties and Responsibilities

Project Planning and Management:Supervises and manages the coordination of all capital construction projects in accordance with all state federal and local codes and policies. Provides general oversight and resource reviews for all aspects of capital projects including project budget and schedule general construction and plumbing HVAC electrical data controls building automation security fire protection fire alarms ADA AV systems and building code interpretations while ensuring site staging and campus-specific requirements are met.

Process Improvements and Work Procedures: Develops organizes plans supports implements and manages functions activities and services to support successful continuous quality improvement by collaborating closely with college stakeholders and leveraging the talents of the team. Makes recommendations on continuous quality improvement based on process analyses including guiding documentation of action plans developing and implementing standards and procedures and ensuring management of all projects in accordance with applicable State Statutes and the WTCS Finance and Administration Manual.

Scheduling Management and Direction: Oversees project coordination equipment repairs administration and trades staff as well as construction site coordination and communication between contractors architects engineers construction managers commissioning agents state fire marshal and other required agencies and campus constituents.

Budget Planning and Administration:Exercises fiduciary responsibility to ensure appropriate budget planning and oversight of resources. Manages and monitors campus projects budgets assuring project goals are met and are consistent with initial project definition and campus plans goals and aesthetics.

Ethics and Confidentiality:Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles values truthfulness and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.

Cross Functional Relationships and Collaborative Teamwork: Establishes maintains and enhances positive work relationships with staff faculty and administrators.
Leadership and Supervision: Develops and manages high performing team highly skilled and motivated staff focused on the delivery of quality and value-added services and allocates cross-functional responsibilities and work processes. Responsibilities include hiring coaching/mentoring performance management and progressive discipline as needed.

Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community colleges. Actively organizes and/or participates in applicable workgroups trainings workshops seminars committees and professional associations or conferences to promote continuous learning.

Delegation of Work: Regularly assigns work to subordinate(s).

Supervision Given: Provides recommendations on hiring new employees; on coaching and counseling; on training; and granting time off.

Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.

Qualifications

Compliance with all state federal and accreditation standards/requirement as well as all MATC policies and procedures.
Required Education & Experience: Bachelors degree in Architecture Engineering and Construction or related field and five (5) years of experience including two (2) years of experience of staff supervision.

Preferred Education & Experience: Masters degree and three (3) years of experience with a minimum of two years of supervision experience.Progressive relevant and responsible management experience in construction administration management for a broad variety of projects.

Required Licensure/Certification: None
Preferred Licensure/Certification: Registered Architect or Engineer with the State of Wisconsin.

Supplemental Information

Hours:This is a full-time in-person position. Monday through Friday 7am- 4pm. Hours worked may vary based on departmental needs

SalarySalary is listed to the midpoint of the salary range and are determined by years of experience credit and internal salary equity.
