The Research and Data Analytics team is responsible for coordinating and conducting research program evaluation and data analytics for the Department. As the Management Analyst 5 you will Respond to ad hoc requests by internal and external stakeholders gather requirements for reports including data source(s) and counting rules and use SQL SQL Server Reporting Services Health Service SQL database and PowerBI to design develop and implement Health Services management and operational reports addressing complex issues related to business practices and policies.

This critical position will formulate strategies to generalize and integrate complex data for analysis of trends data issues and outcomes and provide complex analysis planning solutions and advice for internal and external customers while consulting with DOC staff members and external customers regarding Health Services and other data needs/requirement. As a Management Analyst 5 some of your duties will include:

• Performing duties as a Lead Health Services Data Analyst to include:
  • Independently designing developing and preparing analyses and overseeing the implementation of data reports addressing complex issues relating to business practices policies and data management
  • Consulting with managers clinical staff internal stakeholders external stakeholders and staff to evaluate the underlying factors that influence data integrity
  • Working with the Health Service Informatics Manager to analyze trends issues and outcomes as well as present findings and recommendations to executive staff and external stakeholders
  • Assisting in the development maintenance and training on standard processes for responding to health services reporting needs for internal and external stakeholders
  • Contributing to problem-solving efforts as identified and prioritized by agency leadership and other process improvement efforts within Health Services
• Responding to mandatory Health Services related ad hoc and recurring requests from internal and external stakeholders in a responsive accurate and timely manner which could look like:
  • Independently developing and preparing analyses and recommending data and business rules that support data needs summaries and reports
  • Requesting include those from legislative staff the Governors Office Communications office WA Department of Health Health Care Authority and other high-profile customers
• Performing duties of a lead analyst for RDA/Health Services Informatics
• Assisting in the development maintenance and training of consistent processes around responsive requests for internal and external stakeholders
• Providing assistance to the Health Services Informatics Manager such as assigning work attending meetings preparing talking points and briefings for executive management and reviewing agency data publications
• Working with the Health Services Informatics Manager to develop strategies to improve and advance the divisions data analytics
• Seeking solutions to continuously improve the information produced and distributed by the RDA/Health Services Informatics team
• Perform other duties as assigned or required

In addition to:

• Five (5) or more years of experience with structured query language (SQL or equivalent) and/or SAS (or equivalent software) to include the use of complex joins using multiple data sources and developing stored procedures tables and views;
• Three (3) or more years of experience with SQL Server Reporting Services (SSRS) and SQL Server Analysis Services (SSAS);
• Two (2) or more years of experience with PowerBI and/or Tableau.
• Excellent oral and written communication skills and the ability to summarize complex information in a clear and concise manner to different audience.

• Experience using SQL Server Integration Services (SSIS)/ Extract Transform Load (ETL) to support maintenance of multiple databased
• SQL Server database design programming and maintenance experience (2 or more years of professional experience)

• Working knowledge of medical terminology and national medical coding standards

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner to take proper care all state-issued equipment and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires to potentially include components of the onboarding process. Some offices will have a drop in area available however a dedicated workspace within a DOC facility will not be provided.
