As the Senior HR Data Consultant youll take the lead in ensuring the accuracy and consistency of agency data within the states Human Resource Management System (HRMS) and youll lead your team through the implementation of WorkDay in 2026.


Youll serve as a trusted advisor and strategic partner translating complex HR policies laws and agreements into actionable data that informs decisions across the agency.


As the agencys HR data steward youll guide teams train staff on best practices and oversee data processes that keep us compliant and effective.


Youll also supervise a talented HR data team and play a key part in shaping the future of our systems especially as we move toward the 2026 WorkDay implementation.

What to Expect-

Among the varied range of responsibilities held within this role theSenior HR Data Consultantwill


HR Data Administration:

  • Serve as a senior-level expert performing the most sensitive complex and critical Human Resource (HR) and workforce data management tasks. Maintain databases data warehouses and business intelligence systems and applications.
  • Conduct extensive research and analysis of state and federal laws civil services rules agency policies enterprise guidance and collective bargaining agreements (CBAs).
  • Utilize knowledge and expertise to create agency-wide customer reports multi-layered queries pivot tables and charts along with analysis for Executive Management (EM) HR and occasionally the public across a range of HR program areas.
  • Provide leadership and direction for all personnel and organizational management actions keyed into HRMS ensuring data integrity consistency and accurate application of all authorizing sources.
  • Provide data consultation regarding finished professional products via email in person or in-group settings to internal clients of all levels.
  • Monitor data quality and collaborate with others to identify and implement innovative ways to improve data quality.


Supervision:

  • Supervise and mentor staff by planning assigning prioritizing reviewing monitoring and evaluating work as well as completing performance expectations evaluations and providing HRMS training.
  • Work closely with the HRC2 Lead to ensure HRC1 staff are fully trained and proficient in keying data.
  • Facilitate monthly HR program support unit meetings to discuss data cleanup projects best practices training demonstrations policy analysis and to share enterprise-level guidance and decisions from the Office of Financial Management (OFM) Washington Technology Services Department of Enterprise Services (DES) labor unions and the Attorney Generals Office.


WorkDay Implementation:

  • Prepare for the upcoming WorkDay implementation by assisting with process development documentation workflow development data clean up and training for both HR and agency employees.
  • Have an opportunity to learn and/or exercise change management skills as WDFW adapts to WorkDay.


HR Consultation:

  • Provide expert consultation advice and strategy regarding all agency personnel and organizational management actions to HR staff and agency partners.


WORKING CONDITIONS:


Work Setting including hazards:

Work is performed in an office setting. The position is expected to maintain a full-time in-office presence.


Schedule:

This position is full-time working 40 hours per week. The standard work schedule includes the potential for occasional evening or weekend work as needed.


Travel Requirements:

Some travel may be required throughout the State to attend training meetings and conferences.


Customer Interactions:

Frequent interaction with WDFW staff and supervisors from all programs and providing excellent customer service to WDFWs many programs as an integral part of leading the Human Resources division to success.



QUALIFICATIONS:


Required Qualifications:


Option 1:

  • Five (5) years of human resource experience including Human Resource Management System (HRMS)/Human Resource Information System (HRIS) and reporting.


Option 2:

  • A Bachelors degree in Business or Public Administration Computer Science or Human Resources Management Information Systems (HRIS) or a related field.


AND


  • Three (3) years of human resource experience including Human Resource Management System (HRMS)/Human Resource Information System (HRIS) and reporting.


In addition to the required two (2) options noted above the successful candidate must also have the following (experience may be gained concurrently):

Two (2) years of professional experience in the following skills and competencies:

  • Data Management including:
    • Analyzing defining developing and optimizing standards and procedural processes for systems
    • Collecting compiling evaluating data and preparing reports
    • Advanced data entry
    • Calculating complex dates
    • Records maintenance
    • Audits
  • Leadership/supervisory duties including:
    • Conflict resolution.
    • Training and development.
    • Planning and assigning work.
    • Evaluating performance.
  • Project management phases techniques and tools.
  • Developing human resource processes procedures and documentation.
  • Superior written and oral communications skills including correspondence email and phone skills.
  • Microsoft Office Suite (e.g. Word Excel Access Outlook).


Special Requirements/Conditions of Employment:

Successful completion of mandatory job-related training and/or certificationsuch as safety equipment operation fieldwork procedures and/or emergency managementmay be required as a condition of employment depending on position responsibilities supervisory direction and training availability.


Employees may also be required to participate in safety courses committees or groups and complete recertification as needed to support the safety of the agency and its personnel.


Preferred Qualifications:


In addition to the required qualifications our ideal applicant will possess some or all the following:


Two (2) years of work experience in the following:

  • Conducting research and analysis and utilizing software applications to pull data from various sources to produce reports used by management that provides information about the performance of top priority areas.
  • Cloud-based Human Capital Management (HCM) and Enterprise Resource Planning (ERP) system Workday.
  • Creating and modifying multi-level queries to produce customized reports/quires from data/business.
  • HR policies collective bargaining agreements state and federal laws.


One (1) year of experience in the following:

  • Developing desk manuals and documentation tools.
  • NEOGOV SAP software other Applicant Tracking Systems and relational databases.
  • Experience in tracking and trending data information.
  • Experience creating and conducting training including user training experience.
