Salary Range:62 Step A ($73284) Step L ($96144) annually.


The starting employment offer will be determined based on the successful candidates qualifications. Typically Step M of the pay range is a longevity step.

The Opportunity:

The Investigator 4plays a critical role within the consumer protection division supervising a team conducting administrative investigations into commission regulated companies ensuring compliance with statutes rules orders and company tariffs. The team also works with out-of-compliance companies to bring them into regulatory compliance.


The incumbent independently conducts the most complex or controversial investigations involving a pattern of fraud unfair business practices or misconduct and makes recommendations based on those investigations. Following through with actions where a company has violated state law or UTC rule.


Hybrid:

Although this is a hybrid opportunity the successful incumbent must reside within Washington state and must be available to report to the Lacey Washington headquarters building as needed.


Travel:

Occasional travel during and outside normal work hours throughout the state for public meetings or hearings related to commission filings may be required.


The duty station for this position is the UTCs Lacey headquarters. Employees are not compensated for travel time between their residence and the duty station.

Duties

Some of what youll do:


The primary responsibilities include:

  • Supervise coach lead and provide direction to the compliance investigations section as well as providing ongoing coaching and development.
  • Plan investigative activities assign investigations provide guidance and instruction and review work of compliance investigators.
  • Oversee work assignments to ensure tasks are completed timely and accurately.
  • Review staffs draft investigative reports compliance letters and data requests for accuracy and completeness providing instruction and feedback.
  • Develop timely performance development plans set expectations and provide meaningful performance evaluations including identifying and recommending necessary training areas of growth and development within position and career goals.
  • Lead recruitment activities and participate in interviews and the hiring of compliance investigators.
  • Ensure accurate leave is submitted timely for absences and preapproved leave requests are reviewed and processed within the same pay period.
  • Independently plan and conduct very complex or controversial administrative investigations into commission regulated utility and transportation companies.
  • Prepare detailed investigation reports documenting investigation facts investigator findings and staff recommendations for enforcement actions and penalties.


Additional duties include but arent limited to the following:

  • Prepare and issue compliance letters to companies that include technical assistance describing violations of law rule company tariff or commission order; how to correct the violations; and require the company to respond directly to staff with a plan for correcting violations.
  • Represent the agency in quasi-judicial formal proceedings before the commission regarding very complex issues. Work directly with commission legal counsel to prepare for hearingsdevelop and present testimony both in writing and at hearing and answer questions oncross-examination by opposing legal counsel.
  • Develop prepare update and present compliance training to household goods industry representatives both in a virtual and in-person setting.

Qualifications

Required Qualifications:

  • Four (4) years experience conducting investigations with a government or private organization determining compliance with specific statutes rules and other requirements in the field of administrative law which includes independently creating and finalizing complex written investigation reports.

AND

  • One (1) year experience supervising staff or two years of experience reviewing the work of others and providing feedback guidance and recommendations.


Knowledge Skills and Abilities:

  • Investigative Skills Ability to use methods principles standards and techniques of investigating auditing and record keeping to research analyze gather and document information and evidence to determine if a company is compliant with laws rules orders or tariffs regarding administrative matters; and understand how to document investigative results in a way that others can understand and act upon their significance.
  • Analytical Skills and Critical Thinking Use a variety of techniques to evaluate information and identify factors affecting or contributing to issues of noncompliance determine what improvements the company can make to come into compliance and form accurate conclusions to make recommendations for commission action.
  • Reading/Writing Skills Read comprehend and accurately interpret written reports and materials. Write and edit memos letters reports and other materials to reflect clarity organization and compliance with the Washington state government plain talk principles the UTCs Inclusive Language Guide and the Style Guide.

Desired Qualifications:

  • Knowledge of broad regulatory principles and practices.
  • Knowledge of WA State laws and UTC rules and regulations pertaining to protecting the consumers of regulated services.
  • Knowledge of writing and presenting testimony in support of complex determinations and testifying under cross examination in formal legal proceedings.
  • Proven effective creation and delivery of training and information in public forums.
  • Bachelors degree in public administration business administration criminal Justice law transportation or related field.
  • Ability to use computer software such as Microsoft Word and Excel to collect information and compose reports. Uses computer databases such as case tracking and general computer systems such as the internet to research and retrieve data and information.
