POSITION SUMMARY
Under direction leads operating departments in identifying performance reporting requirements implementing quality improvement efforts and managing documenting processes for data collection. Manages various highly complex projects to track performance improvement and serves as liaison to achieve efficiencies and process improvements throughout the Authority.
Performs analysis prepares reporting and provides recommendations for Authority departments related to Performance Management.
o Analyzes large and highly complex performance data sets using standard statistical methods and programming languages including data modeling.
o Creates spreadsheets graphs and charts to illustrate findings.
o Drafts clear and concise management reports.
o Provides recommendations based on performance analysis.
Works with departments in developing and maintaining performance processes.
o Documents departmental processes and workflows to gain general understanding necessary to measure performance levels.
o Develops meaningful performance metrics that result in organizational and service improvements.
o Implements and maintains document data collection and reporting requirements.
o Provides on-going oversight and support to departments to ensure that measures are being used to effectively manage operations and affect improved efficiency.
Reviews data from department reporting tools analyzes data using performance management methods and prepares analysis and conclusions to ensure department reporting tools are complete and accurate.
Leads various projects with departments to improve performance and efficiency and reduce costs.
o Identifies and monitors project deliverables scope plan issues risks and milestones.
o Establishes measures to determine success of projects (e.g. costs scope time intended results).
o Ensures all targets and requirements are met.
Assists management in gaining an understanding of the goals and objectives of performance management and how to incorporate the concept into their daily routine by providing solutions and answers to departments issues and questions relating to performance management.
Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS
Bachelors degree in Business Administration Statistics Computer Science or a related field plus one (1) or more years of experience in data analysis and/or implementing performance management programs or an equivalent combination of education and experience relating to the position.
PHYSICAL REQUIREMENTS
Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
KNOWLEDGE SKILLS AND ABILITIES
In depth knowledge of data programming languages and data visualization tools Python SQL and PowerBI.
Working knowledge of performance management principles and effective use of logic models.
Working knowledge in developing and implementing performance measurement management systems.
Working knowledge of performance measures and change management principles and practices.
Working knowledge of data analysis techniques with an understanding of basic statistical concepts.
Working knowledge of database analysis and presentation software: Microsoft Word PowerPoint Excel Access and SQL.

Strong oral and written communication skills and ability to effectively communicate with a variety of audiences.

WORKING CONDITIONS
General office environment.
Required to travel to various CTA field locations and transit property locations.
May be exposed to noise machinery and garage environment in field locations.
