Main Purpose of Job

The Program Manager of the Office of Licensing & Monitoring (OLM) is a key position thatreports to the Deputy Director of OLM. This management position is responsible for theoversight and enforcement of regulations of all licensed child placement agencies(CPA) and residential child care programs (RCC). The Program Manager is responsible for managing a unit of licensing coordinators. Additionally the Manager is responsible for assuring that effective compliance reviews and technical assistance is provided by the licensing coordinators to DHS/DHMH licensed private provider programs in which DHS DJS and MSDE place youth for supervision and treatment.

POSITION DUTIES

  • Oversees complete performance evaluations of staff reviews and approves leave requests and recommends training needs.
  • Develops and implements office policies and procedures.
  • Plans and implements changes in processes as necessary based on State of Maryland guidelines directives and/or changes in law and regulations.
  • Ensures that the interpretation of COMAR compliance standards is consistent amongst all licensing and monitoring staff.

MINIMUM QUALIFICATIONS

Education:A Masters degree in social work from an accredited collegeor university approved by the Council on Social WorkEducation.

Experience:Seven years of professional experience in a social work capacity in a public or private agency or institution five years must have been in an administrative supervisory or consultative capacity.

may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Workclassifications or Social Work specialty codes in the SocialScience Psychology and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two years of experience demonstrating the ability to plan assign and evaluate the work of a unit of employees and or staff members.
2. Two years of experience managing the daily operations of a program or unit including interpreting regulations implementing policies and developing standard operating procedures.
3. Two years of experience utilizing data systems (e.g. Excel Power Bi Tableau or agency-specific databases) to track analyze and report program outcomes.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Candidates forpositions in this classification must be licensed by the Maryland Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operators license valid in the State of Maryland.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least thirteen (13) holidays per year.
