Job Summary

We are working closely alongside with a local authority in Reigate and Banstead to assist with the appointment of a Tree Officer on a 7.5-months contract highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: 49.00- 64.70 per hour

Summary:

The Tree Officer is a specialist role within the Planning Department responsible for managing and protecting the Councils tree stock particularly in the context of planning and development control. The primary focus is to assess and determine tree works applications (Tree Preservation Orders and Conservation Areas) and to evaluate the impact of planning applications and development proposals on protected trees. The role involves frequent outdoor site inspections providing expert arboricultural advice to planning officers developers and the public and working closely with the part-time Senior Tree Officer to ensure compliance with tree-related legislation.

Responsibilities:

  • Administer assess and determine applications for works to trees protected by Tree Preservation Orders (TPOs) and notifications for works to trees in Conservation Areas.
  • Provide expert arboricultural advice and written reports on the impact of development proposals and planning applications including major schemes on existing trees.
  • Ensure that the Council fulfills its statutory duties under the Town and Country Planning Act 1990 and related legislation concerning tree protection.
  • Provide clear professional and defensible arboricultural advice to Planning Officers Legal Services Elected Members developers consultants and the general public.
  • Prepare evidence and potentially act as an expert witness for planning appeals public inquiries or court proceedings related to tree issues.

Essentials:

  • A minimum of a QCF Level 4 qualification (or equivalent) in Arboriculture Forestry or a closely related subject (e.g. Professional Diploma in Arboriculture FDSc Arboriculture).
  • An accredited certificate in professional tree inspection (e.g. LANTRA Professional Tree Inspection) or ability to achieve one shortly after appointment.
  • Detailed working knowledge and experience of applying the relevant sections of the Town and Country Planning Act 1990 including their practical application to TPOs Conservation Areas and development control.
  • Thorough knowledge of current best arboricultural practices including British Standards such as BS 5837 (Trees in relation to design demolition and construction) and BS 3998 (Tree work Recommendations).
