| Job Summary: |
This position is responsible for the safe and continued operation of all State of Arizona owned and operated port of entry scale locations and scale enforcement areas throughout the state. Coordinate special projects to ensure the proper working capacity for all of ADOTs enforcement over the road scale program. Repair service and calibrate and make key decisions on all types of scale systems that the state owns and operates. Monitor and keep the scale ports inventory and a repair and service database up to date and accurate. Be the key leader in coordinating various scale companies for additional work and to interact and keep regulatory records for the Department of Weights and Measures. Give advice and recommendations to upper management on scale operations and/budgets. Operate a 50000 GVW scale test and calibration vehicle from one location to another. Keep all static and enforcement scales well within compliance standards. Testify on the States behalf in court regarding scale enforcement officers weight enforcement warrants. Track and maintain the annual $operation enforcement scale budget. Presents documentation for scale repairs for separate budget approval. Attend high level meetings for guidance on the scale program to Federal and State authorities. Performs supervisory activities in absence of the shop supervisor and act as lead in field.

| Job Duties: |
Makes decisions and guides personnel on repair calibration coordination and testing of scales at ports of entry locations to meet Federal Highway Administration and Department of Weights and Measurements requirements.
Coordinates and supervises repairs for equipment technicians and vendors- approves parts ordering and maintains a repair and inspection database. Performs supervisory activities in absence of the shop supervisor and act as lead in field to the Scale Equipment Repair Technician and contracted vendors on the day-to-day enforcement scale activities.
Meets with high level management vendors engineers and budget groups on obtaining proper budgets parts warranties - reviews blue prints and makes recommendations.

Knowledge of:
State and Federal rules and regulations regarding the over the road weight enforcement program to include the installation upkeep and removal process of all types of enforcement scale systems.
All components of over the road weight enforcement static and mobile scales.
Cardinal scales Btech Intercomp Southwestern Scale Flex-weigh Haenni Load O Meter Toledo Fairbanks and Weightronics.
Federal Handbook 44 for vehicle scale enforcement and compliance.
Skill in:
Interpreting State and Federal rules and regulations and how to rectify problems as they arise. The employee must have the skill to identify and rectify problems at a major port scale location in the best interest of the agency.
Designing scale structures and installs automated components within these structures.
Good written and communication for reports interaction with other agencies and performing presentations.
Building a good rapport with employees contractors and engineers in the completion of projects.
Time management and record keeping.
Hydraulic system inspection.
Adapting any methods that are proven to be successful in solving or resolving problems with employees within the work unit.
Ability to:
Understand the design specifications that pertain to the static scale ports.
Understand and interpret mandates for enforcement scale laws and processes.
Coordinate large projects and perform project management for scale development and safety.
Follow procedures in weight enforcement State Law.
Utilize and follow specific contracts for projects and maintenance of systems.
Locate investigate and apply specific attention to following policies and regulations pertaining to scale hazards repair and calibration methods.
Follow agency guidelines policies procedures and customer satisfaction methods.
| Selective Preference(s): |
Four (4) years of experience in the direct contact of Weigh in Motion (WIM) scales statistic platform enforcement scales portable enforcement ramp scales and hand carried enforcement scales.
Experience with Cardinal scales Btech Intercomp Southwestern Scale Flex-weigh Haenni Load O Meter Toledo Fairbanks and Weightronics and NIST Handbook 44 Certification is highly desirable.
| Pre-Employment Requirements: |
Class A Commercial Drivers License (CDL) or the ability to obtain a Class A CDL within the six month of employment. Retention of said licenses and endorsements are required during the period of employment. Additional CDL endorsements may be required during the period of employment to meet shop mission requirements.
Certified Licensed Scale Serviceman - Department of Weights and Measures Confined Space and Forklift Certification within the 9th month of employment.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
