About the division:

The Assistant Director for Enterprise Technology Services (ETS) is the HCAs Chief Information Officer and is a member of the agencys Executive Team. This role is essential to maintaining and evolving the use of technology to address business requirements. The incumbent coordinates and aligns all information technology and system assets system operations and systems development and order to meet the HCAs mission goals and values this position is also required to formulate IT policy and standards and apply enterprise architecture principles and thinking for use in strategic priority setting.


This position reports to the Chief of Staff (COS) which works across the HCA and in partnership with the health care community at a local state and federal levels in order to develop and manage high quality and evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) & Public and School Employee clients ability to access appropriate quality health care. Leadership within the Office of the Chief of Staff are responsible to strategically align technological and people assets to enhance the programs and services offered by HCA in a way that leverages human-centered design principles to improve the health equity and access of Washingtonians.


About the position:
The Assistant Director provides executive leadership overall direction and strategic vision to the state and agency in technology and information systems use and operations data use and strategies for statewide health care purchasing. The position oversees state information systems for health care services to over 2.7 million residents of Washington. This position works closely with federal partners tribal governments state agencies the health care community citizens and other key stakeholders to develop statewide policies relating to information system use and direction. The position provides leadership focus on enterprise architecture and leveraging state investment to meet organizational goals. Reliance on information system technologies and automation requires this position to have heavy participation at the national level. Focusing on technology and enterprise architecture is key to the mission of the organization.


This position is eligible to telework but is frequently required to report on-site to meet business need.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

  • This position provides strategic direction for information systems and technology to achieve the vision and mission of the agency.
  • Plans leads and organizes the information technology work performed by the agency.
  • Assures appropriate and optimum use of the agencys IT resources and enhances the effectiveness of employees.
  • Supports effective communication throughout the organization.
  • Maintains the highest standards of personal/professional and ethical conduct and supports the states goals for a diverse workforce within Information Technology.
  • Provides advice and counsel to the Director HCA Leadership State CIO Governors Office and the legislature on all matters related to health care information systems and technology.
  • Acts as a good steward of public funding ensuring that quality services are provided to those in need while ensuring fiscal program and payment integrity.
  • Ensures success in achieving the Governors policy initiatives for transforming healthcare incorporating the following priorities for the expanded HCA are incorporated into day-to-day operations of the agency:
    • Successfully implements technology in support of: Medicaid SEB PEB Behavioral Health requirements and the statewide Community Information Exchange (CIE) and Electronic Health Record (EHR) solutions.
    • Provides the information system infrastructure to support HCA business requirements.
    • Works closely with our federal partners to ensure compliance with technology and data infrastructure.
    • Successfully implements budget management activities necessary to expend IT dollars efficiently.
    • Administers agency and state EHR and CIE technology infrastructure.
  • Provide leadership and strategic direction for the development and implementation of a statewide Enterprise EHR Program.
  • Ability to implement executive and legislative policies and make internal policy decisions with large-scale implications.

Qualifications

Required qualifications:

  • Five years of senior management experience within the information technology (IT) field including oversight and supervision of other managers and operations.
  • Five years of IT experience which includes technical expertise in one or more of the twelve state IT job families. State IT job families include the following IT functional areas: application development architecture business analysis customer support data management network and telecommunications policy and planning project management quality assurance security systems administration and vendor management.
  • Information technology policy- Expert knowledge of state and federal IT and HIPAA regulations and other pertinent privacy and security rules.
  • Experience working collaboratively with all levels of government service including federal local - cities and counties other states tribal governments elected officials appointed boards and commissions.
  • Experience managing and providing vision for information systems/technology.
  • Communication Skills:
    • Excellent verbal and written communications skills with a high degree of emphasis on executive interactions. Communicates ideas conclusions and factual data in concise and understandable form both in oral and written formats.
  • Positive influence:
    • Ability to manage directly and indirectly in areas where influence may be more effective than direct control.
  • Health Care Purchasing:
    • Requires a broad base of knowledge on issues related to health care purchasing including state and federal law related to administration of the Medicaid program.
  • Leadership:
    • Capacity to manage coach inspire and motivate staff and others to accomplish the administrations mission and goals by providing clear direction and positive interpersonal influence. Change Management--The ability to lead and energize staff through large scale systemic change to reach a common goal.
  • Partnerships:
    • Ability to build effective working relationships with constituents staff communities providers labor unions and other state agencies.
  • Vision:
    • Capacity to look ahead strategically and grasp the future envisioning the organizations role in the future.

Preferred qualifications:

  • Executive experience as a Chief Information Officer within the Healthcare industry.
  • Experience with statewide enterprise architecture. Experience providing enterprise architecture leadership.
  • Senior IT management level experience at a state government level including managing a large complex operating budget.
  • Thorough knowledge of state and federal technology and systems issues and environment.
  • Demonstrated knowledge experience and accountability in strategic leadership and planning in a complex multi- service organization.
  • Proven ability to develop strategic plans and set technology direction.
  • Ability to direct and manage complex activities; plan organize and coordinate work.
  • Ability to coach mentor and support staffs efforts to succeed.
  • Ability to actively contribute to a work environment that embraces diversity and uses diverse perspectives to help achieve organizational goals.
  • Comprehensive knowledge of data processing methods computer software systems system design and development business process analysis and IT infrastructure management.
  • Experience providing management and oversight of budgets which include multiple sources of federal and state funds.
  • Graduate level degree with major study in information systems computer science or closely related field.
