LEAP Program Description

Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The LEAP Global Advisor for Health Security and Strategic Partnerships will support the Regional Foreign Assistance (RFA) Section of the U.S. Embassy in Manila Philippines in implementing life-saving humanitarian assistance aligned with the latest Presidential Executive Order directives. This role will provide technical support to ensure the successful implementation of cost-effective high-impact service delivery of Global Health Security (GHS) integrated into other programs in the portfolio including Tuberculosis (TB) HIV/AIDS Maternal and Child Health Neglected Tropical Diseases (NTDs) and Nutrition and assistance to strengthen supply chain and health systems.

The Technical Advisor will support the RFA Health Team and collaborate closely with Philippine government counterparts to develop manage and monitor the bilateral health assistance portfolio.

Responsibilities

  • Provide guidance to ensure evidence-based sustainable interventions across GHS TB HIV MCH NTDs nutrition supply chain and health systems strengthening.
  • Strengthen coordination between U.S. government agencies and Philippine health authorities.
  • Support strategic planning implementation and evaluation of U.S. foreign assistance health programs in the Philippines.
  • Support capacity building of local institutions to improve health outcomes and emergency preparedness.
  • Ensure alignment with U.S. foreign policy priorities and Presidential EO directives.

Specific Responsibilities:

Program Coordination and Technical Support to Life Saving Activities

  • Provide technical guidance to the Foreign Assistance team on key health programs.
  • Support integration of cross-cutting themes such as supply chain health financing health information system and digital health.
  • Support the design and strategic planning of U.S.-funded health programs in collaboration with Philippine government agencies and implementing partners.
  • Ensure alignment with U.S. foreign policy objectives Presidential EO directives and global best practices in public health.
  • Support the development and execution of a $250 million bilateral health assistance portfolio.

Stakeholder Engagement

  • Serve as a liaison between the State Department U.S. interagency Philippine Department of Health implementing partners and development partners.
  • Facilitate coordination with other donors and development partners to maximize impact and avoid duplication.

Consolidated Monitoring Evaluation and Learning (MEL) Financial Monitoring and Budget Tracking

  • Collaborate with DOH and RFA implementing partners to monitor budgets and expenditures of USG-funded activities ensuring resources are directed to life-saving interventions.
  • Support financial analyses that link funding utilization with health outcomes (e.g. outbreak response timelines number of TB patients treated etc.).
  • Review and validate partner financial reports for compliance and accuracy reducing risk of resource gaps that could jeopardize life-saving service delivery.
  • Strengthen MEL frameworks to ensure data-driven decision-making and continuous improvement.
    • Support the collection analysis and dissemination of health data to inform policy and programming.

REPORTING:

The Health Security and Strategic Partnerships Advisor will provide a detailed monthly report to the U.S. Embassy Manila RFA Section submitted by the 5th day of the following month. Additionally the Advisor will submit a weekly progress report (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR.

Qualifications

  • A University Masters Degree in Health or equivalent.
  • Minimum of six (6) years of relevant experience in Global Health Security TB HIV maternal and child health neglected tropical diseases nutrition supply chain and/or health systems strengthening.
  • Familiarity with the U.S. government and Embassy structure to support foreign assistance.
  • Familiarity with the new America First Global Health Strategy.
  • Excellent interpersonal skills and ability to work in a cross-cultural work environment.
  • Excellent written and oral communication in English.
  • Excellent written and oral communication with good computer skills including familiarity with Microsoft Office programs.
  • Excellent organizational planning negotiating and problem-solving skills.
  • Excellent written communication skills are required to prepare regular and ad hoc reports activity documentation and briefing papers.
  • Ability to stay abreast of the latest advancements/research in the health sector globally regionally and in the Philippines.

Preferred Qualifications

  • Experience with Foreign Assistance agencies USG and PEPFAR projects is an advantage.
  • Knowledge of local culture is a plus.
  • Experience with USG-funded public health programs.
  • Relevant technical experience obtained in Southeast Asia and Pacific countries is preferred.
