Position Overview
We are seeking a proactive and highly organized Virtual HR Manager to oversee all human resources operations for a U.S.-based home care organization. This individual will serve as the primary HR point of contact managing caregiver recruitment onboarding credentialing payroll coordination benefits administration and compliance with Pennsylvania Chapter 611 regulations. The ideal candidate will be detail-oriented compliance-driven and able to work independently in a remote environment.
Key Responsibilities
HR Leadership & Compliance
Serve as the main HR authority ensuring compliance with state home care regulations and internal policies.
Maintain complete secure HR and personnel records in accordance with HIPAA and audit requirements.
Manage unemployment benefit claims including verification of employment documentation submission and representation when required.
Prepare and organize documentation for internal audits licensing inspections and external agency reviews.
Recruitment & Onboarding
Oversee the full-cycle recruitment process for caregivers and office staff including posting screening interviewing and selection.
Facilitate onboarding processes such as background checks employment verification and credential activation using HR platforms.
Ensure onboarding completion meets staffing timelines and regulatory compliance requirements.
Credentialing & Training Compliance
Track and manage caregiver credentials including physical exams TB tests background checks CPR certifications and clearances.
Monitor training completions and expiration dates through assigned training platforms (e.g. Nevvon).
Maintain up-to-date audit-ready digital employee files.
Payroll & Benefits Administration
Update employee data for new hires terminations and pay changes within the payroll system (e.g. ADP Run).
Serve as the main point of contact for payroll-related inquiries coordinating with finance or administration to resolve discrepancies.
Administer employee health benefits including enrollments terminations and issue resolution with the benefits provider.
Employee Relations & Engagement
Provide HR support via email chat or phone regarding policies attendance and time-off requests.
Promote employee engagement through recognition initiatives and open communication.
Address and document employee concerns while ensuring compliance with agency policies.
Qualifications
Associate or Bachelors degree in Human Resources Business Administration Healthcare Administration or related field (preferred).
23 years of HR experience preferably in home care healthcare or service-based organizations.
Familiarity with Pennsylvania Chapter 611 regulations or equivalent healthcare compliance standards.
Hands-on experience with platforms such as Hireology ADP Run Nevvon Google Workspace and JumpCloud.
Strong attention to detail organization and ability to manage multiple HR functions independently.
Excellent written and verbal communication skills.
Experience handling unemployment claims and employee health benefits is a plus.
