Position Summary
The South Dakota Office of the State Treasurer is seeking an experienced and motivated professional to serve as the Unclaimed Property Program Administrator.
This position is responsible for planning directing and administering all operations of the Unclaimed Property Division. The Administrator ensures compliance with South Dakotas Unclaimed Property Statutes and Administrative Rules oversees staff technology development and resources and manages outreach efforts to return property to rightful owners.
This is a key leadership role that requires expert knowledge of unclaimed property laws strong organizational management skills and the ability to represent the State Treasurers Office before the public legislators and national associations.
The duties of this position include:
- Direct and manage all functions of the Unclaimed Property Division to ensure efficient compliant and transparent operations.
- Interpret and apply South Dakota laws and administrative rules governing unclaimed property.
- Lead and supervise division staff including hiring training evaluating and providing guidance or disciplinary actions as needed.
- Oversee the claims and property return process to ensure prompt service to owners to rightful owners with all levels of understanding.
- Manage holder reporting compliance activities and third-party audit contracts.
- Administer the unclaimed property securities portfolio.
- Collaborate with the Treasurer and Deputy Treasurer to prepare budget requests performance reports and statistical data for the Bureau of Finance and Management and the Legislative Appropriations Committee.
- Work with legal counsel on legislative and administrative rule matters.
- Serve as the primary contact for the divisions IT systems and vendors (including Kelmar and KAPS) and coordinate with the Bureau of Information and Technology (BIT) for compliance and system needs.
- Ensure compliance with records management requirements and assist with purchasing and requisition processes.
- Represent the Treasurers Office before legislative committees local governments and professional organizations (e.g. NAST NAUPA).
- Familiarization with the states contract process and Annual Comprehensive Financial Report (ACFR)
The successful candidate must possess the following:
- Bachelors degree in business administration public administration finance accounting or a related field.
- Minimum of 5 years of progressively responsible experience in program administration finance compliance or a related area.
- Have a strong initiative to work independently yet collaborate with others to gain information understanding and perspective.
- Supervisory or management experience required.
Knowledge Skills and Abilities:
- Expert knowledge of South Dakota laws related to unclaimed property (preferred).
- Strong leadership decision-making and team management skills.
- Excellent communication and interpersonal abilities.
- Proficiency with financial systems reporting tools and data management.
- Ability to manage multiple priorities and ensure program compliance with state and federal requirements.
This position is eligible for Veterans Preference per ARSD 55:10:02:08.
