Primary Purpose:
The Teacher Incentive Allotment Data Specialist will support the identification and
implementation of effective data management processes and systems for the expansion of
strategic compensation across the state. This will include creating systems to support districts
with TIA data submission.
Qualifications:
Education/Certification
Bachelors degree required
Masters degree preferred
Texas principal certification preferred
Skills
K-12 campus and/or district leadership experience preferred
Minimum of three years of central office experience preferred
Skilled in research and analysis with the ability to interpret data
Ability to compile and disaggregate data from multiple sources
Effective skills in leadership organization planning communication and public relations
Worked with education data in the State of Texas (attendance accountability assessment
PEIMS special student populations curriculum implementation etc.) preferred
Experience managing complex scheduling logistics
Strong time management skills
Ability to communicate insights to a wide range of stakeholders within the ESC and
districts served
Strong problem-solving skills
Commitment to continuous learning and solutions-oriented response to feedback
Working Conditions:
Tools/Equipment Used: Standard office equipment including personal computer and
peripherals
Posture: Must be physically able to tolerate prolonged sitting frequent standing;
occasional bending/stooping pushing/pulling twisting and standing
Motion: Must be physically able to tolerate frequent standing and walking repetitive
hand motions frequent keyboarding and use of mouse; occasional reaching occasional
driving
Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15
pounds); may require occasional heavy lifting and carrying (45 pounds or more)
Environment: Must be physically able to work inside; tolerate frequent districtwide travel
and occasional statewide travel; regular exposure to noise
Mental Demands: Must be able to work with frequent interruptions; maintain emotional
control under stress; work prolonged or irregular hours on occasion

Major Responsibilities and Duties:
1. Support the TIA Team in compiling and gathering data from the local Local Education
Agencies (LEA) to support the implementation of the Teacher Incentive Allotment at the
local and state levels.
2. Provides support to campus and district leadership in the implementation and
monitoring of the Teacher Incentive Allotment program.
3. Assists in the development and update of manuals training manuals and
materials related to the Teacher Incentive Allotment program.
4. Leads the development of student growth assessments related to the Teacher
Incentive Allotment program.
5. Researches and analyzes the validity and reliability of third-party student growth
assessments related to the Teacher Incentive Allotment program.
6. Assists with district assessment activities and reporting related to the Teacher
Incentive Allotment program.
7. Analyzes data for all district assessments (CUAs Pre-test/Post-test etc.) and
benchmark assessments.
8. Assists in the implementation of teacher advancement initiatives that promote
professional growth and emphasize multiple career paths such as paths to becoming
a mentor teacher career teacher or exemplary teacher.
9. Assists in reviewing and evaluating results of district-wide testing programs and other
evaluative measures used by the schools.
10. Travels as a part of job responsibilities
11. Maintains a functioning cell phone and is accessible through this phone as deemed
appropriate by the service area director. A functioning cell phone means that it is charged
activated messages checked and mailbox emptied regularly
12. Reports for work ready to perform responsibilities
13. Performs duties that directly and/or indirectly impact student performance in Region 16
14. Maintains a professional level of confidentiality regarding all ESC matters
15. Supports the mission goals and objectives of the ESC strategic plan
16. Upholds and adheres to safety rules and policies of the ESC safety program
17. Performs professional responsibilities as required by ESC policies processes and
procedures
18. Manages time calendar and job responsibilities to meet deadlines
19. Meets proficiency levels of required technology skills as outlined by supervisor
20. Incorporates appropriate technology in daily work and exhibits continual growth in
technologies as outlined by supervisor
21. Performs other duties as assigned
