The Position
The Alcohol & Other Drug Services (AODS) program is offering an excellent employment opportunity as a Substance Abuse Lead Counselor. This position is assigned to AODS Administration working specifically in Quality Assurance and Improvement (QA/QI). The Lead position is part of the AODS Quality Assurance team and assists in monitoring training and data evaluation of the various treatment programs within the system. The Lead position is part of a multi-disciplinary team and will be expected to travel to various program sites.
The Alcohol & Other Drug Services program strives to advocate for alcohol and drug-free communities by promoting individual and family responsibility hope and self-sufficiency. This system of care is a comprehensive approach to providing substance use treatment and prevention services by combining administrative and clinical services in an integrated system. The Substance Abuse Lead Counselor will work under the direction of the Program Manager to provide subject matter expertise to the QA team.

- Providing lead direction to subordinate substance abuse counseling staff
- Screening individuals applying for substance abuse counseling services to determine level of care
- Providing information about the system of care to individuals the general public and community groups
- Providing and promoting excellence in customer service for both internal and external customers.
- Consulting with professional staff of public and private agencies involved in patients case history or treatment
- Reporting to Program Manager regarding call data and trends
- Help with coordinating daily program operations.

Minimum Qualifications
Education:Possession of a bachelors degree from an accredited college or university which included at least 12 semester or 15 quarter units in psychology sociology counseling or chemical dependency.
Certification Required: Possession of a Certification as an Alcohol and Other Drug (AOD) Counselor issued by a certifying agency approved by the State of California.
Applicants are required to attach a copy of their license to their application.
Experience:Three (3) years of full-time experience or its equivalent counseling persons in a substance abuse program.
Substitution for Education:Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years. No substitution is allowed for the required 12 semester or 15 quarter units of specialized coursework.
Substitution for Certification:Possession of a license to practice medicine issued by the Medical Board of California a Psychologist licensed by the Board of Psychology a Clinical Social Worker a Marriage and Family Therapist licensed by the California Board of Behavioral Sciences or an intern registered with the California Board of Psychology or the California Board of Behavioral Sciences.
Selection Process
- Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
- Training & Experience Evaluation: Candidates who clearly demonstrate that they possess the minimum qualifications will have their training and experience evaluated. The responses to the supplemental questions at the time of filing will be evaluated to determine each candidates relevant education training and/or experience as presented on the application and supplemental questionnaire. (Weighted 100%)
The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
CONVICTION HISTORY
After you receive a conditional job offer you will be fingerprinted and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists you will be asked to present any evidence of rehabilitation that may mitigate the conflict except when federal or state regulations bar employment in specific circumstances.
