Position Overview

The Division of Behavioral Health and Recovery is seeking to hire a Hospital Chief Operating Officer for the Elizabeth Packard Mental Health Center located in Springfield Illinois. The incumbent will plan direct and manage administrators of assigned areas. Performs highly responsible administrative clinical programmatic and operational duties. Assists in the direction development and supervision of recipient care and treatment program areas. Coordinates hospital services based on the identified needs of the patient populations. Elizabeth Packard Mental Health Center strives to provide equitable access to social/human services supports programs and resources to enhance the lives of all who we serve.

Essential Functions

  • Serves as the Chief Operating Officer (COO) for the Elizabeth Packard Mental Health Center and Assistant to the Hospital Chief Executive Officer.
  • Serves as full-line supervisor.
  • Serves as the Hospital Chief Executive Officer (CEO) in their absence with full range authority over the entire Center.
  • Administers the Hospitals Workers Compensation Program and plans and directs the activities of Equal Employment Opportunity/Affirmative Action (EEO/AA) Americans with Disabilities Act (ADA) and Workers Compensation practices to verify compliance with DHS and CMS rules regulations and policies.
  • Participates in various meetings and committees as a spokesperson for Elizabeth Packard Mental Health Center.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
  • Requires four (4) years of progressively responsible administrative experience working with individuals with a mental illness in a residential care and treatment program.

Preferred Qualifications

  • Five (5) years of professional experience organizing administering and evaluating ongoing services in a multi-disciplinary operation.
  • Five (5) years of professional supervisory experience assigning work providing guidance to subordinates recommending counseling and/or discipline following collective bargaining agreements training staff preparing and signing performance evaluations and approving time off.
  • Five (5) years of professional experience developing and interpreting policies and procedures for a public or private organization relative to residential care and treatment programs.
  • Five (5) years of professional experience working with Federal and State standards and regulations relative to residential care and treatment programs.
  • Five (5) years of professional experience developing strategic plans long and short-term goals for residential treatment program.

Conditions of Employment

  • Requires the ability to serve as Administrator on Duty (AOD) after business hours weekends and holidays.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.

Term Appointment:
