Job Duties

The Tax Adjudication and Resolution Division within the Office of Tax Policy and Legal Affairs of the Virginia Department of Taxation is seeking a policy accounting legal or other professional to serve as a Tax Law Analyst.

Tax Law Analysts apply tax law regulations and policy for the Tax Commissioners consideration by:

Analyzing administrative appeals of disputed tax assessments

Rendering rulings relating to Virginia taxes

Delivering advisory opinions relating to Virginias local business taxes

Evaluating offers in compromise based on doubtful legal or factual issues


Tax Law Analysts also serve as a resource/liaison on highly technical and complex tax issues within and outside of the agency including compliance staff lawyers accountants and other tax professionals. Analysts will also coordinate with the Office of the Attorney General in court appeals of disputed tax assessments.


The responsibilities of this position include:


Becoming experts in several of over 30 taxes administered by Virginia Tax or local jurisdictions including the retail sales & use tax corporate and individual income taxes pass-through entity taxation and the business professional and occupational license tax

Researching tax laws regulations administrative determinations and case law to determine the applicable law and tax policy

Drafting clear determination letters that clarify tax policy and apply existing law to each taxpayers unique facts and circumstances

Adjudicating complex tax issues and effectively communicating such results in a manner suitable for the intended audience

Working effectively with supervisors and team members to resolve complex issues and ensure consistency in tax application and policy

Communicating with taxpayers and tax professionals to ensure issues are understood and responses are technically accurate

Identifying analyzing and communicating to the appropriate party any issues that could potentially affect Virginia tax policy structure


This position is eligible for a hybrid telework schedule with 2 days remote and 3 days in office per week.

This position is located in our Main Street Center office in Richmond Virginia.

The anticipated hiring range is commensurate with experience.

Minimum Qualifications

Demonstrated ability to analyze complex factual and legal issues and reach legally supportable conclusions

Skill in communicating complex technical issues in a clear and concise manner both verbally and in writing

Demonstrated ability to draft appeal determinations rulings or other highly technical documents in a clear and concise manner applicants will provide a writing sample to be evaluated

Demonstrated ability to research analyze and resolve complex issues relating to state and local taxation

Additional Considerations

Working knowledge of the administrative appeals process for state taxes

Experience analyzing and interpreting tax law and issues in a legal or administrative appeals environments

Advanced level knowledge of federal state and local taxation principles and practices

Advanced level knowledge and experience in the areas of law taxes public policy business administration accounting or other related fields
